| [Objective] At present,many scholars at home and abroad focus on the Internet hospitals established by large hospitals as the research object,but have not started to study the county-level Internet hospitals.This study investigates the development status and influencing factors of county-level Internet hospitals by means of literature research,case analysis and SWOT-PEST analysis Research and analysis,explore the development of county-level Internet hospital problems and promotion strategies.[Methods] Literature analysis was used to summarize the development process of Internet hospitals in China,the problems existing in the development of Internet hospitals at the present stage and the causes,and to collect and sort out the constituent elements and influencing factors of the construction of county-level Internet hospitals.Using the policy tools classification method,this paper classifies and statistically analyzes the policy texts of public policy documents about Internet hospitals in China.Through the network survey method,the county-level medical institutions in China are investigated from the aspects of function orientation,service mode,scale and quantity,medical insurance payment and service price,so as to understand the construction status of county-level Internet hospitals in China.Taking Z City Internet hospital as an example,this paper conducts field investigation and questionnaire survey on the medical and health institutions at all levels in the county that Z City Internet hospital relies on,so as to understand the use of Z City Internet hospital and the attitude of all parties to Z City Internet hospital.Construct pest-swot matrix and discuss the influencing factors of county-level Internet hospitals according to the theory of demand and supply system with stakeholders as the main body.[Results]（1）Construction status of county level Internet hospitalsFrom the policy level,the supply tools of county level Internet hospitals（577）account for 56.24%,and the demand for policy tools is relatively low.From the functional location,service mode,scale and quantity,the county level Internet hospitals in China are mainly platform based development,with a small number and no scale;from the "Internet plus" medical service price and medical insurance payment,only four.Sichuan Province,Shandong Province and Jiangsu Province have defined and released the trial service prices.County level Internet hospitals in 8 provinces and 4 municipalities directly under the central government can support online follow-up visits and prescriptions for patients with common and chronic diseases.（2）Case analysis of county level Internet hospitals in ChinaThrough the case analysis of Z County Internet hospital in China,it is found that the development of Z County Internet hospital led by platform is facing the problem of promotion.The government departments,information departments and doctors of Z County all support the construction,but the residents in Z County have a weak awareness of Internet hospitals and low frequency of use.（3）Influencing factors of county level Internet hospitalsThe development of county-level Internet hospitals is inseparable from the influence of internal organization and external environment.All factors are divided into three levels: demand,supply and system guarantee.As a leader,government departments provide institutional guarantee for the county-level Internet.Due to their own characteristics,county-level medical institutions and internet medical enterprises affect the supply level of the development of Internet hospitals.The residents in the county including patients are mainly the demanders of medical services and affect the demand of Internet hospital services.[Conclusions] At present,the county Internet hospital has not yet established a complete regulatory system.The regulatory authorities can enter the county level Internet hospital management standard,work system,Internet hospital physician access and assessment system,drug distribution,data security,and Internet plus medical insurance.The government should improve the relevant policies of local Internet hospitals and increase the support for county-level Internet hospitals.Medical institutions should strengthen the publicity and promotion of county-level Internet hospitals and the capacity-building of county-level Internet hospitals to improve the enthusiasm of doctors and residents’ acceptance and frequency of use.We will promote the cooperation between platform based Internet hospitals and county-level medical institutions,improve the coverage of county-level Internet hospitals,conduct market research on the actual needs of patients and residents in the county according to local conditions,and build county-level Internet hospitals that meet the local needs.[Innovation and Limitation] Chinese Internet hospitals are gradually entering the stage of standardized development.The suitable construction forms of county-level Internet hospitals need to be further explored.At present,there is a lack of investigation and related research on the construction of county-level Internet hospitals.Through pre investigation,we know that the number of county level Internet hospitals in China is small.As an important link in the implementation of hierarchical medical system and Internet plus medical health,it is necessary to analyze the obstacles encountered by the county level medical institutions in the process of Building Internet hospitals,and to provide suggestions and optimization strategies for the construction of Internet hospitals at the county level.This study mainly relies on the network survey method to collect and investigate the status quo of China’s county-level Internet hospitals online,but failed to incorporate the offline actual situation of the entity hospitals into the study.Due to the influence of investigation time,region and new epidemic situation,only the field investigation of Internet hospitals in Z city is carried out,and the representativeness is still insufficient. |
