The Study On The Integration Of Medical Care And Service Care For Aged Of Shanxi Province In The Context Of Healthy Aging

In the 21 st century,with the arrival of the "silver wave",the degree of China’s aging population is deepening,and the demand for aged care services is increasing year by year.There are more long-lived elderly,sick elderly and disabled groups in the meanwhile the family structure is miniaturized and the care function is weakened.The demand of the aged for nursing time is continuously extended,and the elderly group’s demand for aged care services is gradually transformed into both service care and medical care.Therefore,it is necessary to seek solutions under the new situation of demand and explore the establishment of the integration of medical care and service care.At present,the separation between medical care and old-age care system leads to the serious obstruction of the supply market and the supply channel of the combination of medical care.Therefore,it is necessary to study and solve the obstacles in the development of integrated medical care services.Based on the Maslow’s hierarchy of needs theory,welfare diversification theory and Polycentric Governance this paper explores the existing problems and resolving measures of the integration of medical care and service care for aged in Shanxi Province in the context of Healthy Aging.At present,Shanxi Province has made some achievements in the combination of medical care and nursing,forming five major models of "nursing with medical care","medical care with nursing","collaboration of medical care and nursing","complex of medical care and nursing" and "home-based medical care".It also continues to promote the combination of medical care and nursing services through pilot projects.However,there are also the following problems.The first is the government supervision service is inadequate.The second is the policy system is not perfect.The third is the construction of talent team is lagging behind.Forth is elderly care institutions is facing financial difficulties.The last is the development of intelligent medical care is unsatisfactory.Above all,there several measures to promote the development of combined medical and nursing care services in Shanxi Province.The first measure is to improve government regulatory services.The second is to establish a sound policy system.The third,to strengthen the development of talents.The fourth,to encourage multiple stakeholders to participate in investment and services.The fifth,to speed up the development of intelligent medical care.
