Research On The Problem Of Major Diseases Mutual-aid Security Under The Background Of Multi-level Medical Security System Construction

In recent years,China has been trying to accelerate the construction of multi-level medical security system,in order to meet the increasingly diverse medical security needs of Chinese residents.Among the numerous disease risks,major diseases have attracted more and more attention.At the same time,due to the characteristics of basic medical insurance,people’s demand for supplementary medical insurance is becoming more and more urgent.Therefore,under the background of multi-level medical security system construction,it is very necessary to strengthen residents’ ability to resist major disease risks and promote the development of supplementary medical security.As an important branch of employee mutual aid activities,employee mutual aid for major diseases is a supplementary medical security activity initiated by the AllChina Federation of Trade Unions and voluntarily participated by employees to enhance their ability to resist the risk of major diseases.Because of its low access threshold,wide coverage,timely compensation and other characteristics,the mutual aid security activities for major diseases of employees get the support and trust of employees,and also play a powerful role in promoting the construction of multi-level medical security system.However,there are still some problems in the process of implementation,such as moral hazard,limited coverage,Matthew effect and insufficient inter-ministerial coordination.This paper reviews the development process of major disease insurance,puts forward the necessity of accelerating the development of activities under the multilevel medical security system,and then takes C City as an example,analyzes the operation status of major disease Mutual Aid Insurance of employees in C City through literature analysis,case interviews and other forms,and discusses the current situation of major disease Mutual Aid Insurance of employees in C City from three dimensions of participation,intermediate management and sustainability This paper analyzes the problems and reasons,and puts forward optimization suggestions,in order to improve the mutual aid security activities of major diseases,promote the construction of multilevel medical security system,improve the ability of residents to resist the risk of major diseases,and provide better medical security services for residents.
