Research On Emergency Management System And Mechanism Of Rural Public Health Emergencies

In recent years,rural public health emergencies have occurred frequently and have a wide range of impacts,which have had a major impact on people’s lives and health and rural economic and social development.Innovate the emergency management system and mechanism of rural public health emergencies,and improve the emergency management capabilities at various stages such as pre-prevention and preparation,response and handling during the event,post-event recovery and reconstruction,etc.,which is useful for strengthening the defense line of rural public health safety and optimizing the rural governance system and governance In terms of ability,it is of great urgency and significance.The article is based on crisis management stage theory,system theory,and mobilization theory,using literature analysis,field research and case analysis,taking the prevention and control of new crown pneumonia in rural areas of Zhejiang as the entry point,selecting samples from rural areas in Yiwu,Pinghu to summarize Based on the experience gained in the prevention and control of epidemics in rural areas of Zhejiang,and then in view of the problems existing in different stages of the emergency management of public health emergencies in rural areas in my country,the reasons and countermeasures of the institutional mechanisms are analyzed.Through research,it is found that the emergency management of public health emergencies in some rural areas in my country has achieved certain results in the construction of "one case,three systems" and other aspects.Take the rural areas of Zhejiang as an example,continue to deepen the “source investigation and control +hard core isolation + precision intelligent control”,and through the “three-color” early warning and targeted practical strategies,we will build a precision intelligent control network for the epidemic in rural areas,and scientifically and accurately do it.Good practices in the prevention and control of epidemics in rural areas are worth learning.However,in most rural areas of my country,there are widespread problems such as weak pre-risk monitoring for public health emergencies,relatively slow response speed,urgent need to improve handling capabilities,and path dependence in emergency mobilization.These problems are mainly caused by the insufficiency of the rural public health emergency management system,the weak rural public health risk monitoring mechanism,the shortage of rural public health emergency resources guarantee,the insufficient coordination of rural public health emergency response,and the weak awareness of rural public health emergency management.The article pointed out that we can refer to Zhejiang’s experience and explore ways to innovate the rural public health emergency management system and mechanism according to local conditions: one is to optimize the rural public health emergency management basic organization system of “integration of the county and the integration of medical and prevention”;the second is to build a “prevention action”.The rural public health emergency response plan and risk monitoring network of “first,the gate is moved forward”;the third is to improve the rural public health emergency management resource guarantee mechanism of “urban-rural balance,precision and intelligent control”;the fourth is to improve the “mass prevention and governance,and the combination of specialists and groups” "The coordination and linkage mechanism of rural public health emergency management;fifth is to strengthen the normal publicity and education of rural public health emergency management of "farmers as the main body and ability-oriented".
