| [Objective]in recent years,a new round of scientific and technological revolution and industrial reform is in the ascendant.Information and communication technology has triggered the information revolution.With the breakthrough and integration development of the Internet,Cloud computing,Big data,Artificial intelligence,the Internet of things,Blockchain,and other information technologies,the advent of digital society in China has been accelerated.Since 2015,China has attached great importance to the application and development of big data from the national strategic level and has issued various policy documents to promote the exploration and application of big data in China.As an integral part of the national big data development strategy,health care big data is also the basic strategic resource and important production element of China.Since the outbreak of the Covid-19,China has tried to apply the concepts and technologies of big data to the prevention and control of public health emergencies.During the epidemic prevention and control period,health care big data technology has been widely applied in disease prediction,disease investigation,and floating population management,which greatly enhanced the efficiency of epidemic prevention and control,and accelerated the development of digital health and the process of digital health transformation in China.But the use of big data in health care in China is still facing problems such as unclear sovereignty of data,poor data sharing,insufficient personal privacy,and data security,and difficulty to measure data value.To better explore how to use the healthcare big data to innovate medical and health management and service mode,optimize resource allocation,improve the sense of public access,and give full play to the value of healthcare big data,this study has carried out in-depth analysis and Research on the connotation and extension of healthcare big data,sharing mode of healthcare big data and utilization of healthcare big data,The purpose of this paper is to provide ideas for the effective sharing and utilization of healthcare big data in China,and to provide a reference for the policy-making of government departments.[Methods]This study takes the common problems and characteristics of the sharing and utilization of health medical big data as the starting point.Through the literature research,logical analysis,theoretical model construction,and case study,the paper analyzes and studies the sharing mode and the realization of the value of big data in health care.The main research methods include(1)Literature analysis:using the domestic and foreign journal database,the Beidafabao policy database,the website of domestic and foreign government departments,etc.,to consult and sort out the relevant academic research documents,policy documents and work reports in the process of sharing and using the healthcare big data,and clarify the connotation and extension of the healthcare big data,And provide research ideas for constructing the sharing mode of healthcare big data(2)Logical analysis:based on defining the connotation and extension of healthcare big data,the paper constructs a simplified theoretical model around the problems existing in the sharing and utilization of healthcare big data(3)Case study:This study takes the practice and exploration of sharing and using healthcare big data in the construction process of smart healthy city in Yichang city of Hubei Province as an example.Through questionnaire survey and interview with key persons,this study summarizes its successful experience and shortcomings and further improves the construction of the relevant theoretical model.[Results]To balance the problems existing in the sharing and utilization of health care big data and realize the effective sharing and utilization of healthcare big data,this study,through theoretical research and case study,fully refined international experience and the sharing and utilization practice of health care big data in Yichang city of China,This paper proposes a new management model of health care big data sharing in which the third party institutions participate in the collection,processing,and sharing of healthcare big data,to solve the problems such as difficult data collection,different data processing standards and limited data sharing.Meanwhile,to better explore how to fully play the value of health care big data after effective sharing and utilization,this study,based on the DIKW model,explains the relevant theories of the application of healthcare big data and the application practice of Yichang,The paper creatively constructs the three-dimensional health care big data value model of "technology-service-society",to evaluate the effect of guiding the utilization of healthcare big data in China.[Conclusion]As an important basic strategic resource and production factor of the country,to better realize the sharing and utilization of healthcare big data and give full play to the value of healthcare big data,the following suggestions are put forward based on the relevant research results 1)to formulate the big data method of health care with Chinese characteristics.At the legal level,the definition,responsibility,and right of healthcare big data should be clarified,and the value of healthcare big data should be fully exerted.(2)Carry out the certification of the third-party medical data processing organization.At the national level,the qualified third-party medical data processing institutions are authorized to carry out data desensitization,analysis,sharing,and other work,so as to ensure the efficiency of sharing and using the healthcare big data to the greatest extent.(3)Evaluate the effect of the use of the healthcare big data based on value.Based on the basic principles of efficiency and fairness,protection of individual rights,promotion of development and innovation,the paper evaluates whether the goal of reshaping medical and health management and service mode,optimizing resource allocation,and enhancing people’s sense of acquisition is evaluated around the technical value,service value and social value brought by the sharing and utilization of healthcare big data. |
