Study On The Problems And Countermeasures Of Two-way Referral Between The Third Level Hospital And Community Health Service Center In Changsha

Two-way referral refers to that the community health service institutions and large and medium-sized general hospitals in a specific area sign an agreement to treat common minor diseases of patients,transfer patients to large hospitals above secondary level when their condition is serious,and transfer them to community health service institutions when patients enter the stage of rehabilitation treatment after diagnosis and treatment.Therefore,it is possible to achieve the goal of helping patients with minor diseases can be treated without leaving the community,and patients with serious diseases can be referred in time.In this paper,the referral mode between the tertiary hospitals in Changsha and the primary medical institutions represented by the community health service center is taken as an example to explore the two-way referral.First of all,in this paper,the existing domestic and foreign research results and related concepts and connotation are defined and summarized,the basic requirements of two-way referral are elaborated,and the significance of carrying out two-way referral work in tertiary hospitals and community health service centers in Changsha is discussed.In addition,this paper investigates and analyzes the current situation of two-way referral in tertiary hospitals in Changsha,and finds some problems,such as low awareness rate of two-way referral,insufficient service capacity of community health service center,poor channel of two-way referral between tertiary hospital and community health service center,lack of trust and resource sharing platform between two sides of two-way referral.After in-depth analysis,the author finds that the main reasons for these problems are that implementers lack sufficient knowledge of two-way referral,there are abundant but unbalanced medical resources in Changsha,the process of two-way referral system is not perfect,the interests of various parties can not be coordinated and unified,and the government’s policy guidance and support are insufficient.By analyzing the cases of two-way referral at home and abroad and learning from its experience,the main points that can be used for reference and enlightening for Changsha are summarized,and the current situation of two-way referral in tertiary hospitals in Changsha is investigated and analyzed.Problems such as low awareness rate of two-way referral,insufficient service capacity of community health service center,poor channel of two-way referral between tertiary hospital and community health service center,lack of trust and resource sharing platform between two sides of two-way referral.After in-depth analysis,the author finds that the main reasons for these problems are that implementers lack sufficient knowledge of two-way referral,there are abundant but unbalanced medical resources in Changsha,the process of two-way referral system is not perfect,the interests of various parties can not be coordinated and unified,and the government’s policy guidance and support are insufficient.By analyzing the cases of two-way referral at home and abroad and learning from its experience,the main points that can be used for reference and enlightening for Changsha are summarized,and the countermeasures to improve the two-way referral between tertiary hospitals and community health service centers in Changsha are put forward,including improving the awareness of two-way referral,establishing information resource sharing platform,constructing two-way referral standards between hospitals and community service centers,training general practitioners in community health service centers,and strengthening policy guidance.
