Research On Performance Evaluation Of Medical And Health Financial Expenditure In Anhui Province

In recent years,with the rise of residents’ income level,the health problem has been paid more and more attention.At the same time,the rising urbanization level and aging rate also increase the demand for health care.Clearly,it is not enough to meet the health needs of more people simply by increasing financial spending on health care.Relevant departments have also proposed to standardize the budget system,strengthen performance management,and improve the quality and level of public services.The medical and health sector is an important part of fiscal expenditure,so the Party and the government have made special arrangements in this area.In recent years,documents have been issued to regulate the responsibilities of governments at all levels and optimize fiscal expenditure.Therefore,how to improve the efficiency of expenditure has obvious practical value.Taking into account the large differences in economy,culture and education among different provinces,and the different focuses on medical services,the comparability is weak,so this paper selects a province to conduct expenditure efficiency research.Anhui’s economy has developed well in recent years,but whether public services are perfect is worth discussing.For this reason,this paper chooses all cities in Anhui Province as the study objects of expenditure efficiency,specifically analyzes the expenditure efficiency among cities,and puts forward several measures in combination with the factors affecting the expenditure efficiency.Based on the previous research literature on the government’s participation in the medical and health undertakings,this paper explains the relevant concepts and elaborates the theoretical basis.The third chapter analyzes the financial expenditure in the field of medical and health in recent years from the scale and structure of expenditure,and finds that the financial expenditure of medical and health in Anhui province as a whole has increased greatly in recent ten years,but there is a big regional difference in per capita level,and the distribution between urban and rural areas is unreasonable.In addition,the financial funds invested are mostly used for the use of public general hospitals,but less for other health projects.In the empirical study,this paper makes some analysis.The first is the efficiency of expenditure.Select financial expenditure as input index.Select physical and human indicators as output indicators,use DEA model to analyze the efficiency of medical and health expenditure in Anhui Province in the past eight years.The results show that the level of pure technical efficiency is good,but the scale efficiency is poor.Inaddition,the expenditure efficiency of each city is analyzed,and it is found that the comprehensive technical efficiency level of Bozhou,Suzhou,Anqing and other cities is relatively poor.Finally,the dynamic analysis is made by comparing the changes of input and output of each city during 2017-2018.In the second part,principal component analysis is used to analyze the influencing factors of expenditure efficiency.In this part,eight indicators such as per capita GDP,aging rate,per capita years of education and illiteracy rate were selected as influencing factors for principal component analysis.The results showed that the cumulative contribution rate of the first two principal components reached more than 75%,so two principal components were selected.The results show that it is appropriate to select two comprehensive indicators.The analysis of the scores of each city shows that the economic development level and population structure have a great impact on expenditure efficiencyIn terms of conclusions,Author thinks that improving the efficiency of expenditure can be realized by perfecting the input mechanism,optimizing the expenditure structure and narrowing the gap between regions.The outlook section describes some ideas for future research on expenditure performance.
