Research On The Health Poverty Alleviation Policy Of Shanxi Province In The New Era

The report to the 19 th CPC National Congress pointed out: "People’s health is an important symbol of a prosperous nation and a strong and prosperous country.We will improve the national health policy and provide the people with a full range of full-cycle health services." Health is a basic condition for the survival and development of mankind,a basic requirement for the harmonious development of society,an important part of building socialism with Chinese characteristics for a new era,and also the expectation and pursuit of the broad masses of people.Influenced by natural history,economic and social development and other factors,the development of medical and health services in many poverty-stricken areas of Shanxi Province is relatively backward,the ability of medical and health services is relatively insufficient,and the incidence of poverty caused by illness and returning to poverty is high.In order to prevent the occurrence of health poverty,Shanxi Province has introduced a number of policies and measures based on the interests of groups,and constantly improved the policy system of health poverty alleviation.In the aspect of medical security,we can reduce the burden of medical expenses by "three insurances and three rescues";in the aspect of medical service,we can improve the quality of medical service by expanding high-quality medical resources;in the aspect of public health service,we can promote the advance of disease threshold by strengthening public health construction.Through a series of policies,the poverty-stricken population in Shanxi has been effectively treated,people can afford to see,get sick and get well sick,and the incidence of poverty continues to decrease.However,due to the deviation of objectivity,the lack of executive ability,the low cultural level of the target group,the lack of policy environment power and other reasons,there are some problems in the health poverty alleviation policy,such as the policy sustainability is not strong,the policy scientificity is not enough,the standardization of the poverty alleviation team is not enough,the collaborative governance ability of the functional departments is not enough,the policy participation of the poor group is low,and the policy environment is weak The environment is not ideal.In view of the problems and reasons of the health poverty alleviation policy in Shanxi Province,combined with the current development situation of the health poverty alleviation in Shanxi Province,this paper puts forward four suggestions from the perspective of public policy implementation,from the policy level,we should strengthen the top-level design of the health poverty alleviation policy and enhance the sustainability of the policy;from the policy implementation level,we should improve the health management of the poor From the aspect of policy target group,it is necessary to improve the poor people’s awareness of policy participation and health literacy;from the aspect of optimizing the environment of health poverty alleviation policy,it is necessary to create a healthy rural living environment,broaden the financing channels of health poverty alleviation policy,and build a perfect health service system.This study believes that the improvement of health poverty alleviation policy can not only reduce the medical burden of the poor,but also improve the level of rural public health and medical services,and reduce the incidence of poverty caused by illness.At the same time,health poverty alleviation policy can also promote the construction of healthy villages in poor areas and promote the implementation of "healthy China" strategy.
