As the medical-sanitary system reform gradually advances,internal and external environments of public hospitals are accordingly going through dramatic changes.On the one hand,public hospitals are required by the policies tohighlight their public serving property,addressing the problem of “soaring medical expenses and declining availability of medical services” among the masses;on the other hand,public hospitals are still overburdened by their own operations.The performance management of public hospitals is a significant component of the“new medical reform”implementation,as well as one of the breakthroughs in the reform exploration.Chengdu DE Hospital,a public hospital directly under the Chengdu municipality,isa representative general medical institutionwith rapid development especially in the past three years.Due to the special nature of the medical and health industry,which is different from other sectors and organizations,it is necessary to ensure the precise and efficient work of the clinical/medical technology departments,and also to enable scientific management of the administrative and logistic departments.In this case,the overall collaboration to jointly promote a high-quality development is the ultimate purpose of hospital performance management.In view of the realistic characteristics of the hospital,there are still many deficiencies in the performance management.Thus,DE Hospital is required to establish a scientific and systematic performance management system in an effort to give full play to the enthusiasm,initiative and creativity of all departments(divisions),thus contributing to the long-term development of thehospital.To start with,the paper expounds the background and significance of the research,and proposes the research content and research methods.Secondly,it reviews the theories and methods of performance management in an all-round way,and composes the overseas and domestic research status concerning the performance management,which provide theoretical support for the research;thirdly,based on the overall operations of the hospital,internal and external environment factors and the impact of industrial peculiarities onthe operational performance management,the paper analyzes the current situation and characteristics of performance management in Chengdu DE Hospital,and summarizes the main problems of the hospital’s performance management through personal interviews and questionnaire analysis,including: the performance management system is not scientific with the unreasonable performance index system neglecting some division of functions and responsibilities;the performance management system is not complete with unsound performance communication and feedback mechanism;performance management and medical industry are insufficiently related and targeted with a lack of key indicators and quantitative mechanism,etc.;fourth,following the PDCA management principle,the paper adopts the thinking method of balanced scorecard to systematically constructthe performance management system of Chengdu DE Hospital,which includes performance planning,performance implementation,performance assessment,performance feedback and application.In particular for assessment indexes,indicators for patients,internal operation,staff learning and developmentare incorporated based on the overall strategic objectives of the hospital except forthe economic and financial indexes.Moreover,specific assessment indexes and standards have been set up according to varied departments in the hospital,realizing the uniformity in diversity,and the weights of various assessment indexes have been scientifically determined through the expert scoring method;fifth,the paper conducts an evaluation on the system,and puts forwards several suggestions to guarantee the implementation of it;finally,the paper concludes the recommendations,and points out the deficiencies and limitations as well as the future prospects for the study.The study will not only contribute to the improvement of Chengdu DE Hospital’s performance management,and enhance its competitive strength in the industry,but also provide reference for other hospitals.
