Since the reform and opening up,Chinese healthcare system has continued to develop and gradually form a medical service system with Chinese characteristic.In recent years,thanks to China’s booming economic development and citizen’s increasing awareness of health,the government takes great efforts to promote the construction of public medical resources and the improvement of the healthcare system.Meanwhile,it encourages hospitals to gradually establish an information and automatic hospital management system to significantly improve operational efficiency and service performance.Operating room acts as one of the most important department at hospital.Not only is it the largest cost and profit center,but it is also an important indicator to hospital performance assessment.Both hospital and patients could benefit a lot through a successful operating room management.Therefore,this research revolves around the existing problems in operating room management.Operating room management mainly involves capacity planning and scheduling of related resources.At present,most research focuses on improving utilization of operating rooms through optimization of operations’ sequences and resources’ scheduling,however it rarely considers the influence of result to working staff at operation rooms.Nevertheless,people is the most important factor to successful organization management.The working status of the stall directly affects the service quality and efficiency at operating rooms.Therefore,this articles proposes the balance of working time to reduce variance of working hours between the staff.Then,the further research studies the operating rooms allocation and the nurse scheduling and applies data analysis and mathematical modelling to solve the problem.Based on the domestic and foreign literature of operating room capacity planning and nurse scheduling as well as field research and data analysis of corporate hospital,it exists the phenomenon of drastic variance of working time between the department.Through discussion and research,reallocation of operating rooms seems to be the most effective and feasible solution.Therefore,in consideration of balancing overtime between departments,two Mixed Integer Program(MIP)models are established respectively to achieve optimal solution from aspect of allocation of operating room and allocation of operating time.Compared to original scheme,variance of overtime among departments has been reduced.Then,new operating room allocation serves as input to solve nurse scheduling problem with an objective of balancing working time difference.This article can provide hospital management administrators with decision-making support on deciding operation room capacity and nurse scheduling.It can also replace manual scheduling which could greatly improve working efficiency. |
