As the basic condition for the survival and development of human society, health is better than other items as the fundamental needs of human beings. The doctor-patient relationship has caused problems such as doctor-patient disputes. In the context of the economic development of China’s medical and health industry in recent years, the improvement of medical technology, the improvement of medical facilities and the gradual improvement of medical services have also brought about a gradual increase in medical expenses, which has placed a heavy burden on patients, their families and society.Medical services are vital and guarantee the sound operation of the health care system, which helps to promote the stable development of society. However, the existing over-medical problems have a serious impact on people’s physical and mental health, and they have caused a great waste of medical resources and deterioration. Therefore, the main research ideas of this paper are ethics as the research perspective, and over-medical treatment as the main research object, which is analyzed from three aspects.Firstly, from the ethical point of view,it mainly summarizes the over-medical,including the main ethical basis, manifestation and specific harm of over-medical treatment.Secondly,it analyzes the problems and causes of over-medical treatment from the perspective of ethics. Finally,it draws lessons from the experience of excessive medical treatment in advanced countries.China’s national conditions summarize the ethical prevention countermeasures of China’s excessive medical care.In this paper,we use literature to access relevant literatures to understand the existing research results on over-medical problems at home and abroad. From the perspective of ethics,we first clarify the theoretical basis of ethical research, including information asymmetry and stakeholders. On the theory of good governance. On the basis of ethical theory,to understand the main status quo of China’s current over-medical treatment, and to visit the relevant provincial, municipal, and county-related medical and health institutions and medical personnel,to understand the main performance and specific hazards of China’s current over-medication,mainly To analyze the excessive medical problems in clinical medicine in China.Including the manifestations of over-medical treatment and the main hazards, including increasing medical expenses, increasing the burden on patients, and causing conflicts betweennurses and patients. After that, the key issues of this study were to explore the ethical issues of over-medical treatment, mainly the lack of equal competition in the medical market, the low efficiency of medical supervision, the excessive use of medical insurance, the excessive punishment of excessive medical treatment, and the existence of several major problems in the pharmaceutical interest chain..Analyze the ethical reasons for the above-mentioned excessive medical problems, and then proceed from the ethics as a countermeasure, based on the experience of solving the problem of over-medical problems in the United States,Britain and Germany, and point out the countermeasures for effective containment of over-medical conditions in China. To build medical ethics, doctors’ self-discipline,improve the awareness of medical needs, improve the supervision system, equitably allocate resources, and establish a reasonable salary mechanism, aiming at avoiding or reducing the occurrence of excessive medical treatment in the provision of medical services.Strong protection of rights.
