A Comparative Study On The Supply Efficiency Of Multiple Subjects Of Basic Public Health Services In Urumqi

The implementation of the national basic public health service project is an important part of implementing the policy of reform of the medical and health system,promoting the gradual equalization of basic public health services,and is also an important part of the construction of the public health system in China.The purpose of this paper is to compare and analyze the status quo and service efficiency of basic public health services provided by different community health service centers in Urumqi,and provide relevant policy recommendations for improving service supply efficiency and improving the supply structure of multiple main bodies.This article is based on the theory of public goods,multi-center theory and public choice theory.A total of 55 community health service centers in Urumqi were selected to use questionnaires,interviews,comparative analysis and data envelopment analysis to measure and analyze the input-output efficiency of basic public health services.The results of the study show that: First,the main bodies of different organizations in Urumqi are mainly public hospitals,accounting for 49.09% of the total.Secondly,the qualifications of health technicians in different body organizations are generally low.Third,there are great differences in the supply costs between different main bodies.The social organizations are facing greater pressure for survival.Fourth,the basic national public health service projects have basically been implemented and carried out,and there is little difference in the overall development of the main bodies for various types of organization.Fifth,the comprehensive average efficiency of basic public health services in Urumqi in 2015 was 0.717,and the service efficiency was relatively low overall.Sixth,40 sample community health service centers are relatively ineffective for DEA,presenting varying degrees of input redundancy and output deficiency.Seventh,the government,public hospitals,corporations,and social organizations organized the basic average public health service’s overall average efficiency values ? ? as 0.639,0.732,0.727,and 0.710,respectively,of which public hospitals hold relatively high efficiency in organizing services.There is a clear difference between the efficiency of scale and the efficiency of pure technology.Research shows that the overall efficiency of basic public health services in Urumqi in 2015 is low overall.Community health service centers in different communities need to be further improved whether they are in institution management or in the allocation of health resources.Service efficiency varies greatly.In view of the above issues,it is recommended to strengthen the awareness of multi-governance governance of different host institutions,optimize the construction of health personnel,and carry out targeted technical improvements or scale adjustments to community health service centers.At the same time,the government should actively introduce the construction of residents’ participation supervision system.Classification governance system to improve the basic pattern of multi-dimensional supply of public health services.
