Evaluation Of Regional Healthcare Service Efficiency From The Perspective Of Game And Network

With the rapid development of social economy and the Internet,the living standards of people have also been improving,and related healthcare problems have been increasing.Serious shortage and unbalanced distribution of healthcare resources have emerged in some areas.These phenomena are not only reflected in the scale of hospitals and the layout of medical facilities,but also reflected in the imbalance of the allocation of professional healthcare resources.The optimal allocation of healthcare resources has become a significant factor concerned by most countries in the world.The problem about unreasonable allocation of resources is becoming more and more serious,which will lead to low efficiency of hospitals and aggravate the phenomenon of "difficult and expensive to see a doctor".In addition,the inefficiency of healthcare services leads to a great deal of waste.At present,the problem that shortage and unbalanced distribution of healthcare resources has received extensive attention of scholars,and there’re already some researches.However,the exciting efficiency evaluation studies lack the support of some practical background.The researches on the evaluation of regional healthcare service efficiency under the characteristics of market structure are scarce,in particular,the researches on the competition relationships among hospitals and network perspective of healthcare are hard to find.Therefore,in order to allocate healthcare resources rationally and effectively,improve the efficiency of healthcare services,and alleviate the current situation of healthcare resource shortages,the researches on healthcare service efficiency evaluation from the perspective of cooperative games and network has very important scientific value and practical significance.This paper discusses the evaluation of regional healthcare service efficiency,and mainly carries out from the following research work:(1)Extract the research problems of evaluation efficiency from the perspective of game and network,and put forward the theoretical framework on evaluation efficiency of healthcare service.Because the evaluation of healthcare service efficiency has a lot of background in reality,and this paper has great theoretical importance and practical value.Therefore,the evaluation of regional healthcare service efficiency is refined.Specifically,firstly,the related concepts in the efficiency of healthcare service are defined,and the main characteristics of healthcare service efficiency are analyzed.Then,this paper describes the efficiency of healthcare service and extracts the problem about evaluation of healthcare service efficiency.Finally,according to the characteristics of healthcare service efficiency,the research framework of evaluation methods is proposed.(2)Based on the evaluation of regional healthcare service efficiency under the competition and cooperation game relationship,a weighted DEA-competition and cooperation game model evaluation method was extracted.The detailed method is divided into four parts:(1)clustering the decision-making unit(DMUs)in view of the differentiated characteristics,(2)calculating the upper and lower bounds of weights,(3)obtaining the critical point of efficiency,(4)evaluating the efficiency of healthcare services.First,k-means based on canopy algorithm is used to subdivide provinces according to GDP per capita and population,and homogeneous DMUs are obtained.Secondly,Analytic Network Process(ANP)is applied to eliminate the weight constraint of DEA and to reflect the relationships among evaluation indexes.Then,the cross-efficiency method is employed to calculate the critical point of efficiency.Finally,the weighted DEA-game model is making use of evaluating the healthcare service and the efficiency scores are gained.(3)For the evaluation of regional healthcare service efficiency from the perspective of social network,DEA model under Social Network Analysis(SNA)and modified gravity model were constructed.The detailed method is divided into three parts:(1)constructing a new DEA model that takes into account undesirable outputs starting from the actual situation(secondary hospitalization)using reciprocal,(2)proposing the DEA-SNA model according to the connections among healthcare service institutions to calculate the efficiency of healthcare services,(3)exploring the impact of grade differences in healthcare institutions on the efficiency of healthcare services.First,a new DEA model is constructed by taking the undesirable outputs into consideration.Secondly,according to the connections among healthcare service institutions and the characteristics of SNA,the DEA-SNA model is used to calculate the efficiency of regional healthcare service.Finally,the modified gravity model is utilized to investigate the effects of the healthcare institutions’ grades on the efficiency of healthcare services.In theory,on the basis of the analysis of relevant literature,this paper gives the research framework and methods to healthcare service efficiency evaluation.In terms of methods and technologies,this paper analyzes and discusses the evaluation of regional healthcare service efficiency from the perspectives of the game and social network,and gives corresponding policy suggestions.The research in this paper enriches the theories related to the evaluation of healthcare service efficiency,and the description and research ideas of this problem can better provide thoughts for the evaluation of healthcare service efficiency.This paper enriches the methods of healthcare service efficiency evaluation,which not only has important academic value,but also has certain practical application value,to lay a good foundation for further research on healthcare service efficiency evaluation.Simultaneously,the proposed method in this paper can be extended to other decision-making problems with game relations and network.
