By 2018,the number of people aged 60 or older in China is 250 million.There are about 40.63 million elderly people who are unable to take care of themselves partly or wholly in the country.According to the international allocation standards(three disabled elderly people are equipped with one caregiver),the number of caregivers in China must reach at least 13 million.However,according to the data from the "2018 China Civil Administration Statistical Yearbook",only44,102 people held nursing certificate in China in 2018.Therefore,the contradiction between supply and demand is very prominent.Therefore,in 2019,the Ministry of Civil Affairs of the People’s Republic of China issued the "Implementation Opinions on Further Expanding the Supply of Pension Services to Promote the Consumption of Pension Services",it requires that " China will train10,000 dean of nursing homes,2 million nursing caregiver and 100,000 full-time and part-time elderly social workers before the end of 2022 ".At present,Guiyang city has a large elderly population of nearly 600,000,which is seriously aging,empty-nesters and incapacitated.Besides,the traditional family care for the elderly is increasingly inadequate,so it gradually seeks for socialized management services.However,there are only 2,154 employees inpublic and private pension institutions,so it is in urgent need of high-quality pension service personnel.In addition,there are still many problems in the long-term care staff,which cannot meet the diversified needs of the elderly.Therefore,it is urgent to solve the problem of long-term care personnel team construction.Under the background of the mode of "combining medical care with nursing care",the necessity of building a team of long-term care personnel is deeply known through the understanding of the supply and demand of aging and long-term care personnel in China.By clarifying the specific concepts of old-age care model,medical care and long-term care personnel,and according to the actual situation,the operation and service conditions of Guiyang medical care and old-age care institutions are described in detail,so as to understand the construction situation and existing problems of the long-term care personnel team under this background.Through literature research method,data analysis method and systematic analysis method,this paper conducts quantitative and qualitative analysis,and USES human capital theory,two-factor theory and welfare multiple theory as theoretical tools to analyze the causes of these problems from the three dimensions of government,society and individuals.At the government level,the discussion is mainly conducted from the aspects of policies and regulations,organizational management system and operational mechanism,and the investment of funds.At the social level,the research is conducted from three aspects: industry,pension institution and college.Personal level: lack of sense of belonging and self-development.In view ofthese reasons,the author draws lessons from foreign theories and successful experience,and puts forward some Suggestions.At the government level: do a good job in macro-control,improve policies and regulations,improve the organizational management system and operation mechanism,and increase capital input;On the social level: the industry should establish unified standards to avoid the influence of traditional concepts;The pension institutions should cultivate talents in a diversified way and create a good talent cultivation atmosphere.Colleges and universities to enrich educational resources,improve the education system;Personal level: to improve their sense of belonging and self-development.That is to say,it is discussed according to the idea of "putting forward problems--analyzing problems--solving problems",so as to improve the development dilemma of the service talent team in Guiyang pension institutions,and provide a new idea for the healthy development of the service talent team in Guizhou province and even in the whole country.
