Research On Risk Prevention And Contr Of Garaed Diagnosis And Treatment System

Under the background of solving the difficulty and high cost of medical treatment,hierarchical diagnosis and treatment,as an important part of the new medical reform,is highly expected by people.From the perspective of practice,hierarchical diagnosis and treatment system has achieved good results,but there are also many problems,which fully prove the advantages and risks of hierarchical diagnosis and treatment system.Isolate ignore the importance of the classification system,is not an option for us,but the risk factors influencing the hierarchical diagnostic system construction should also pay enough attention to,otherwise will make grading diagnosis and treatment of risk factors to occupy the mainstream,make the classification diagnosis and treatment effect of reform of the system construction and the intention of hierarchical diagnosis system reform.Papers in the grading system in the implementation of risk as the research of like,from economics,sociology,management,social security’s point of view,by means of the combination of theory and practice,according to the grading system risk formation mechanism,risk identification,risk analysis,foreign experience is introduced,and the risk prevention and control countermeasures and Suggestions of the logical arrangement structure,risk prevention and control of hierarchical diagnosis and treatment.Starting from the risk formation mechanism of hierarchical diagnosis and treatment system,this paper introduces the mechanism and causes of unique risks of hierarchical diagnosis and treatment system in specific situations through stakeholder analysis theory,demand theory,game theory and information asymmetry theory.The risk identification part summarizes and evaluates the risks and causes in the hierarchical diagnosis and treatment system by studying the current situation of the hierarchical diagnosis and treatment system.In the risk analysis part,time series analysis,DEA data analysis,factor analysis and analytic hierarchy process were used to study the risks of hierarchical diagnosis and treatment system from three aspects: objective risk environment factors,subjective risk perception and risk tolerance of the implementation model of hierarchical diagnosis and treatment system.Finally,based on the foreign experience,the author puts forward some Suggestions on the risk prevention and control of hierarchical diagnosis and treatment system.Conclusion: first,hierarchical diagnosis and treatment system has its unique risk and formation mechanism in the special organizational form.Secondly,the causes of hierarchical diagnosis and treatment system risks are mainly composed of insufficient basic resources,behavior of participants and contingent factors,of which resource shortage is the most important cause and behavior of participants is the most uncertain factor.Third,in order to improve the service capacity of primary medical and health institutions,the medical association model is the best implementation model to resist the risk of hierarchical diagnosis and treatment system.Fourth,the risk prevention and control of hierarchical diagnosis and treatment system needs to block the cause of risk,establish risk prevention and control mechanism and improve the awareness of risk prevention and control and other means of comprehensive application.
