With the acceleration of Chinese aging of population,Population aging presents the trend of urban-rural inversion, that highlights the health problems of the elderly in rural areas. The health China strategy has raised the health of the elderly to the national strategic level.“Thirteenth Five-Year Plan for Healthy Ageing” was pointed out that we should optimize the allocation of medical and health resources for the elderly around the national economic and social development goals, establish a basic medical and health system covering the elderly in urban and rural areas, and continuously improve the health level of the elderly. As the basic medical insurance system for the elderly in rural areas,“NCMS” is of great significance to study its impact on the health of the elderly in rural areas.Based on Grossman’s health demand theory,Anderson’s behavior theory of medical service utilization and social support theory, this paper constructs a theoretical model of the impact of “NCMS” on “physical health” and “mental health”,and carries out empirical research on it.Firstly, using the cross-sectional data of CFPS in 2010,2012,2014 and 2016,using Order logit regression model and logit regression model to analyze the impact of “NCMS” on “Physical health”.It further explores the mediating role of medical service utilization in the process of participating in the impact of NCMS on physical health.Nextly, the robustness of the balanced panel data constructed from the four-stage cross-section data is tested. The cross-sectional data of CFPS in 2012 and 2016 were used to analyze the impact of the “NCMS” system on Mental health by OLS model. The mediating role of physical health in the process of participating in the influence of NCMS on mental health was also analyzed. The robustness of the second-stage balanced panel data is tested. The empirical results show that participation in NCMS has a positive impact on the health of the elderly in rural areas, and the intermediary role of medical service utilization has been verified.Participation in NCMS has a positive impact on mental health of rural elderly, and the mediating role of physical health has been verified. Finally, the conclusion is drawn that the participation of NCMS promotes the health level of the rural elderly. In the process of designing and implementing the new rural cooperative medical policy,we need to constantly adjust and improve the actual needs of the rural elderly in order to achieve the maximum benefits of the new rural cooperative medical policy. The main characteristic of this thesis lies in:(1)To decompose the health indicators of rural elderly into "physical health" and "mental health",so as to have a more comprehensive understanding of the impact of "NCMS" on the health of rural elderly;(2)By combining cross-sectional data with panel data, the current impact of NCMS policy at different time points and the impact of the same individual during the period of followup investigation are compared, which makes the research results more robust.
