| Public health is a public utility with low cost,good effect and long return period.It aims to improve the health of the people.It is an inevitable requirement for implementing the scientific development concept and promoting comprehensive and coordinated economic and social development.It is an important measures of maintaining social fairness and justice and improving people’s quality of life,and it is aslo a major task in building a well-off society in an all-round way and building a harmonious socialist society.However,performance evaluation is a vital part of performance management.A scientific evaluation system is conducive to public health services to serve the people more scientifically,effectively and more specifically.This paper is organized as a guideline for index design by documenting,using SMART principles,which means specific,measurable,attainable,relating,and time-bound.Based on the evaluation model of “structure-process-result” in the performance evaluation framework of the classic health field,the Delphi expert consultation method was used to construct an index system for the performance evaluation of basic public health services in Bishan District,Chongqing.The indicator system starts from the three dimensions of comprehensive management,service quality and service feedback,including three first-level indicators,12 second-level indicators and 38 third-level indicators.Three areas in Bishan District were selected for evaluation.From the result of assessment,it was found that the development of basic public health services in Bishan District was unbalance,the development among different projects was unbalance,and the services of elderly health management,patient health management and awareness rate and satisfaction were not satisfactory.On the above issues,the corresponding countermeasures and suggestions were put forward according to the needs of the population,all towns and streets shall be relatively balanced in resources,strengthen the training of professional skills,service awareness and responsibility awareness of grassroots public health service personnel,improve the overall quality of employees,and establish a comprehensive internal performance appraisal system for grassroots public health service organizations.The assessment results should be linked to individual performance,strengthen the publicity work on basic public health services,and raise residents’ awareness of basic public health services.Grassroots health service institutions and hospitals establish information sharing platforms to improve the service efficiency and quality of health management and patient health management programs for the elderly and other countermeasures. |
