In China,public hospitals are the most representative and advanced medical institutions in the health industry,with absolute edges in service capacity and quality.Staffs of public hospitals are also the practicers of medical services and drivers of new medical reform policies.Salary is an important part of the contract of employment between the hospital and the staff,with great effect on employee incentive.However,salary system of most public hospitals is a simple sum of basic salary,performance bonus and welfare.This kind of salary system lacks incentive effect,which underestimates value of medical staff and leads to the issue of brain drain.What worse,it even results in violation of laws and corruption.Hence,it is important to encourage medical staffs by reforming the salary system of public hospitals so as to reform and develop continuously public medical industry in China.As a type of salary incentive,annual salary can break the original salary system of public institutions,realize equality and is beneficial to the cooperation harmony among administrative offices,then promote development of hospitals.This dissertation is composed of six parts.The first part is the introduction,which mainly expounds the research background and significance,research content and research methods,literature review of related researches at home and abroad,and related concept theory.The second part sorts out the state policy documents on the reform of the salary system of public hospitals and the annual salary system,and summarizes the impact of policy documents on the formulation of the salary system of public hospitals.The third part analyzes the current situation of the salary system of a hospital in Chongqing,in this part questionnaires are used to analyze the current problems and reasons for the salary system.The fourth part is mainly about the case analysis of hospitals that have already implemented the annual salary system in China,and summarizes the enlightenment of the experience of implementing the annual salary system on the Chongqing area.Five,some rationalization proposals including target groups,total amount,appraisal mechanism,implement steps and principles will be put forward,based on the environment of domestic salary system reform,domestic public hospital experience and Chongqing hospital case study.Finally,this dissertation will draw a conclusion and look forward future research.
