Problems And Countermeasures Of Two-way Referral In Chongqing Medical Federation

Public medical institutions in China are relatively special organizations.On the one hand,they have strong public welfare as public institutions;on the other hand,due to the nature of their fiscal balance appropriations,they are also profit-seeking.Medical and health services are a service that every citizen needs to obtain,but medical and health resources are limited for a certain period of time,and the contradiction between supply and demand of medical services has become increasingly prominent.How to optimize the allocation of medical resources and solve the problem of ugly and expensive medical treatment for ordinary residents has become an urgent problem for China’s health department.This article attempts to evaluate the problems of two-way referrals under the current regional medical consortium model through case studies,and proposes related countermeasures.This study is based on the practice of two-way referral of Chongqing H medical union as an example,and evaluates the effect of two-way referral of medical union through the analysis of first-hand diagnosis and treatment data,questionnaires and in-depth interviews with relevant personnel.After the two-way referral of the medical consortium,the number of medical services provided by relevant primary medical institutions has increased to a certain extent,and the utilization rate of equipment has also increased.This paper combines in-depth interviews with two-way referrals of regional medical consortia to core hospital administrators,managers of cooperative medical institutions,and medical and nursing professionals of related institutions and patients.The conclusions are as follows: Medical consortia to a certain extent Can promote hierarchical diagnosis and treatment,but its role has not been fully exerted.At present,the two-way referral of Chongqing H medical union has few referral cases and the effect is not obvious;the referral goals are inconsistent;patients lack referral cognition,poor participation of related personnel of H medical union and lack of medical insurance leverage,etc.Referrals cannot be effectively advanced.In this paper,from the government,H-medicine,grassroots hospitals and patients to deeply explore the root cause of the problem,and put forward countermeasures and suggestions from the government,tertiary hospitals,grassroots hospitals and patients.
