Elderly support and Illness have a cure are not only the aspirations of contemporary elderly people,but also the longing and pursuit of a better life for each of us.However,in the current society,problems such as difficult medical treatment,expensive medical treatment,imbalance in the allocation of medical and health resources between regions,and lagging basic medical and health services have seriously restricted the improvement of people’s living standards.At the same time,the macro social background of the aging population and the tightening of fiscal expenditures How to use various fiscal policies to ensure the fair allocation of medical and health resources has become a major problem for the government.In order to solve this problem,in recent years,governments at all levels have vigorously promoted the reform of the medical and health system,stressed the importance of equitable allocation of medical and health resources,standardized and optimized the supply of medical and health services,and improved the quality of medical and health services.Although some results have been achieved,The distribution of medical and health resources across regions is still not optimistic.At the same time,with the further deepening of the reform of the medical and health system,the medical and health field has become an important field that highlights our country’s social equity and resource allocation.With the advancement of the national basic public service equalization strategy,medical care,as an important area of basic public services,has also received increasing attention from all walks of life.The transition from the early government functions to the report of the 19 th National Congress clearly stated: "Further strengthen the government’s public service functions,accelerate the establishment of the basic public health service system,and focus on the equalization of basic public health services." The level has risen to the political level of the party and the state,and it has become an issue that needs to be discussed and resolved urgently in the new era.It is necessary to conduct in-depth research.In order to study the financial support policies for the allocation of medical and health resources in Shandong Province,this article is based on the perspective of fairness.First,after reading a lot of literature,it defines the relevant concepts related to this article,and explains the theory of fairness and justice,the theory of market failure,and public The internal relationship between the theory of goods and welfare economics and the fair allocation of medical and health resources provides theoretical support for the analysis below.Secondly,the current situation,problems and reasons of fiscal policy supporting the allocation of medical and health resources in Shandong Province are sorted out.It is found that there are problems in the scale,structure,efficiency,and system of fiscal support policies in Shandong Province.The above problems are mainly due to local governments.Blind pursuit of GDP growth,neglecting local actual needs,irrational division of intergovernmental power and financial power,inefficient transfer payments,and poor supervision.Finally,this paper uses the Theil index and the provincial panel model to perform an overall regression and a subregional regression on the data of 16 cities in Shandong Province for a total of 13 years from 2005 to 2017.Based on the empirical results and the existing problems,a targeted It also pointed out the deficiencies of the research in this paper and the prospects for future research.This article closely follows the direction of the reform of the medical and health system.Using literature analysis,theoretical analysis,and empirical analysis to study the above content,the following conclusions are drawn: First,the overall gap in medical and health resource allocation in Shandong Province is gradually narrowing,and medical and health resources are gradually narrowing.The fairness of allocation has been continuously strengthened and the level of equalization has been continuously improved.The second factor is that the main factor hindering the fair allocation of medical and health resources in Shandong Province lies in regional differences,not internal differences among regions.Only by reducing regional differences can we truly promote Shandong Province.Balanced allocation of medical and health resources.Third,financial support policies have played a positive role in the fair allocation of medical and health resources in Shandong Province.However,different financial support policies have different effects and strengths on resource allocation in different regions.To this end,it is necessary to continue to increase the government’s financial support for the medical and health field,but the flow of funds should be focused on economically backward areas to ensure the fair allocation of physical and human resources in each region.At the same time,relevant supporting measures must be improved to guide social capital.Actively participate in the provision of medical and health resources,and promote the equalization of medical and health resources through a multi-pronged approach.
