A Study On Government Responsibility In The Construction Of Emergency Medical Treatment For Stroke

In 2019,the State Council pointed out in the "Action Opinions on the Implementation of Healthy China" that stroke had become a major disease nationwide,which required the focus of medical departments.Cardiac apoplexy,commonly known as "stroke",is the leading cause of death due to diseases in many cities in China,seriously endangering people’s life and health safety.At present,there are many problems in stroke prevention and treatment,such as lack of disease prevention knowledge and uneven diagnosis and treatment level of the public.As a result,patients often delay the best treatment opportunity after stroke,leaving some degree of disability in some cases,or losing life in some cases,resulting in lifelong regret.In order to reduce the morbidity and disability rate of stroke diseases,Xiangyang Municipal Government has included the construction of stroke emergency center as a key work of the government,which is carried out organically and jointly with the Healthy Xiangyang Action and the establishment of chronic disease prevention demonstration area.At present,Xiangyang Municipal Government is exploring the localization construction mode of stroke emergency center,driving the construction of stroke emergency network through the development of stroke emergency center,so as to promote the integrated development process of "prevention and treatment management and health" of stroke emergency center.In this paper,by combining literature analysis,field interview and case study,under the guidance of the first aid three rings,responsible government and public value theory,the necessity,implementation methods,existing problems and improvement measures of the government in the construction of stroke emergency center in Xiangyang City were studied.First of all,the concept of stroke emergency center and government responsibility were defined,and the theoretical basis for the government to assume the responsibility for the construction of stroke emergency center was discussed.Secondly,the necessity of government participation in the construction of stroke emergency center was analyzed,and the way of government fulfilling its responsibilities in the construction of stroke emergency center was explored.On this basis,the construction status of Xiangyang Stroke Emergency Center was investigated,and the effectiveness of the government in fulfilling its responsibilities was analyzed.Finally,the specific problems in the construction of Xiangyang Stroke Emergency Center were pointed out and the reasons were analyzed.It was proposed that the Xiangyang government should strengthen the construction of Xiangyang Stroke Emergency Center from the four aspects of system,mechanism and talent construction.
