Research On Cross-department Collaborative Governance Of Public Health Emergencies

With the deepening of globalization,countries are increasingly connected and people interact more frequently.At the same time,public health emergencies represented by all kinds of emerging infectious diseases cause greater harm and have a wider impact.They are the great enemy of human health and become the great challenge faced by all countries.The 14 th Five-Year Plan clearly puts forward the major task of "improving the capacity to respond to public health emergencies".General Secretary Xi Jinping has stressed that we must always give top priority to the health and safety of the people.Without health for the whole people,there can be no well-off society in all respects.Only by effectively improving the ability to respond to public health emergencies can we effectively safeguard the safety of people’s lives and health.How to improve the ability to respond to public health emergencies has become a hot topic and an urgent problem for the government.The topic of this thesis stems from the dilemma and current necessity for government departments in dealing with public health emergencies of collaborative governance.The study of public health emergencies cross-department collaborative governance is based on the theory of collaborative governance,which is beneficial to enrich and perfect collaborative governance theory,and can provide a reference for government to make decisions when deal with the regular epidemic prevention and control,and collaborative treatment of emergent public health events.On the basis of clearly defining the two core concepts of "public health emergencies" and "collaborative governance",this paper sorts out the historical evolution of cross-department collaborative governance of public health emergencies.An narrative framework,a diagnostic framework and a countermeasure framework are adopted to study the inter-departmental cooperative management of public health emergencies.In the framework of narrative,The main practices of cross-department collaborative governance for COVID-19 epidemic prevention and control in X City were summarized and described,and existing problems of cross-department collaborative governance were summarized and described.In the diagnostic framework,according to the results of the questionnaire,an empirical study is conducted on the reasons for the problems existing in the cross-department collaborative governance of COVID-19 epidemic prevention and control in X City from the aspects of collaborative power,collaborative skills,communication,organization structure,the collaborative rule of law and collaborative culture level.Under the framework of countermeasures,suggestions are put forward to improve the cross-department collaborative governance of public health emergencies,which include nationalizing collaborative organization,optimizing collaborative mechanism,improving the collaborative rule of law,condensing collaborative consensus,and enhancing cooperative skills.
