Objective: As an important part of my country’s medical and health work,traditional Chinese medicine has long been deeply rooted in the hearts of the people as an excellent Chinese traditional culture through the spread and precipitation of history.In order to protect the precious resources of traditional Chinese medicine and promote the development of the traditional Chinese medicine industry,Jilin Province has issued corresponding policy documents,and the construction of the legal system of traditional Chinese medicine is gradually systematized and standardized,and remarkable achievements have been made.With the entry of the Chinese medicine industry into the national strategy and the promulgation of the "Chinese Medicine Law of the People’s Republic of China"(hereinafter referred to as "Chinese Medicine Law"),the development of Chinese medicine has entered a new climax and put forward higher requirements for the perfection and maturity of the Chinese medicine policy system.This article mainly sorts out and analyzes the development history and current situation of TCM policies in Jilin Province,studies and discusses the existing problems and weaknesses of the TCM legal system in Jilin Province,and proposes targeted countermeasures and suggestions to provide data and corresponding materials for subsequent improvement.Methods: This article takes Jilin Province’s traditional Chinese medicine policy as the research object,and takes the improvement of Jilin Province’s traditional Chinese medicine policy and legal system as the research objective.The content analysis method is used to construct a two-dimensional analysis framework.It is relevant to the Chinese medicine issued by Jilin Province before January 2021.The policy documents are coded and classified,and statistical analysis is carried out from the two dimensions of policy tools and the value chain of the Chinese medicine industry.The selection and use of basic policy tools of the Chinese medicine policy in Jilin Province are analyzed,and the technological innovation,service system and team of Jilin Province in Chinese medicine are analyzed.The construction situation of construction,traditional Chinese medicine industry,etc.,provides reference for follow-up related improvement.Results: The study found that the TCM-related policy documents issued by Jilin Province comprehensively use the basic policy tools of supply,demand,and environment.Among them,the supply-oriented policy tools are relatively weak in capital investment and public health services;the demand-oriented policy tools are generally used less.,The proportion is low;among the environmental policy tools,quality evaluation,intellectual property rights,financial support and policy propaganda tools are less used,and they are relatively concentrated in two aspects: target planning and regulatory control.In terms of the value chain of the Chinese medicine industry,less attention has been paid to the Chinese medicine industry and management mechanisms.Conclusion: This article believes that the operability of TCM policies in Jilin Province should be improved,the selection and use of basic policy tools should be further optimized,and the use of basic policy tools in the value chain of the TCM industry should be emphasized.In response to the above research issues,the following suggestions are made:reasonably optimize the supply-based policy tools to highlight the direct influence of the government;increase the number of demand-based policy tools to guide social demand and stabilize the market environment;adjust the structure of environmental policy tools,increase implementation efforts,and improve operability;improve policy tools in traditional Chinese medicine Distribution in the industrial value chain,achieving planning goals.
