Human resource is been the most important and competitive resource in the world.Since the 18th National Congress of the Communist Party of China,The Party Central Committee,with the President Xi Jinping as its core,attaches great importance to the development of human resources,emphasized more than once to strengthen the implementation of the strategy of reinvigorating China through human resource development.Public hospital is the window of government public healthcare which is shouldering the missions and tasks for curing diseases and saving lives,is closely related to people’s health.Human resource is the core competitiveness of hospitals,it will affect the quality of medical treatment,service and management.With the“Health China 2020”plan gradually promotion,healthcare industry is changing for the better.The competition form which public hospital leading and private hospital supplementing is been the situation of current healthcare in China.With the development of the marketization of medical systems,shortcomings of public hospital are gradually revealed.Human resource management is still not completely out of personnel management which is inflexible and single is the main reason that impeding rapid development of public hospital,bringing about efficiency decline of medical service.Human resource management in public hospitals is the focus and difficulty of medical reform in China.Therefore,Public hospitals must pay high attention on human resource development,improve and promote human resource management,for improving medical service,optimizing medical resources allocation,alleviating doctor-patient relationship,and providing high-quality service for people.This thesis taking a case study on Wenzhou Y Hospital,based on human resource related research theories,combining several ways such as faculty’s interview,references materials collection,to know related concepts and theories,history and development on human resource management,and to study on current situations,existing problems and reasons of case,then propose improvement measures.Though the research,the author found that unsound internal mechanism,incompatible post setting,imperfect performance evaluation system,unreasonable compensation distribution,disadvantage training and concern,lacking of civilization encouragement,far from informative are the main problems of the case hospital.Bound by public system,low level of management,conservative workplace culture,confusing on career development are main reasons.By analyzing these problems suggests corresponding improving methods which are as follow:setting up a view of modern human resource management,setting posts scientifically to optimize the allocation of human resource,establishing a fair and objective evaluation system,optimizing compensation distribution,improving training,cultivating harmonious hospital culture and improving information construction.
