Research On The Way To Improve The Service Ability Of Community Health Service Center From The Perspective Of Hierarchical Diagnosis And Treatment

As the core of China’s five basic medical and health systems,the hierarchical diagnosis and treatment system plays an important role in the rationalization of medical resource allocation,the balance of medical and health services,and the scientific medical order.In recent years,China has continued to strengthen the promotion of hierarchical diagnosis and treatment,but the "inverted triangle" of the medical service system has not been completely reversed,"large hospitals are crowded,small hospitals are cold" is still common.The primary diagnosis and treatment is the basis of the hierarchical diagnosis and treatment.The community health service center is one of the important carriers in the operation mechanism of the hierarchical diagnosis and treatment,and it is an important support to implement the primary diagnosis and treatment at the grassroots level.Improving the service capacity of the community health service center is the key to build a standardized and orderly hierarchical diagnosis and treatment order.However,due to the gap between the service capacity of community health service center and the requirements of hierarchical diagnosis and treatment system,the patients who should have been diagnosed and treated at the grass-roots level occupy the resources of the superior hospital.Therefore,from the perspective of managers,practitioners and recipients,this paper studies the factors that restrict the effective development and improvement of the service capacity of community health service centers,and finds out the way to improve their service capacity,it is of theoretical and practical significance to study the way to improve the service ability of Community Health Service Center for promoting the hierarchical diagnosis and treatment system,accelerating the construction of a good medical pattern of "first diagnosis at the grass-roots level,two-way referral,urgent and slow treatment,upper and lower linkage",and alleviating the problem of "difficult and expensive medical treatment" of the people.Based on the theory of basic public service equalization,social security equity and efficiency,combined with qualitative and quantitative methods,this paper focuses on the difficulties of improving the service capacity of community health service centers in the hierarchical diagnosis and treatment system,and puts forward countermeasures and suggestions to improve the service capacity of community health service centers.The first chapter describes the background,purpose and significance of the research,and summarizes the relevant research at home and abroad;the second chapter is the theoretical analysis,which analyzes the relevant theories of community health service center from the perspective of hierarchical diagnosis and treatment;the third chapter is the research on the function of the community health service center in the hierarchical diagnosis and treatment system.It reviews and interprets the relevant policy requirements of the state for the hierarchical diagnosis and treatment,the first diagnosis at the grassroots level and the community health service center,analyzes the role of the community health service center in the hierarchical diagnosis and treatment system,as well as the exploration and practice of the community health service center in each region.The fourth chapter is the community health under the quality,building professional team,strengthening publicity and public opinion guidance,and enhancing residents’ trust.The innovation of this paper is to effectively expand the research dimension,integrate the community health service center into the overall pattern of hierarchical diagnosis and treatment,respectively from the three dimensions of managers,service providers and service objects.Through the analysis of structural model,the influencing factors of residents’ choice of community first visit are analyzed,and the structural equation is used to study the service satisfaction of Community Health Service Center,so as to improve the pertinence and comprehensiveness of the countermeasures.
