| In 2016,Premier Li Keqiang proposed for the first time in his speech that party and government organs at all levels need to continue to simplify administration and delegate power,combine deregulation with management,optimize services,and constantly improve government efficiency,and for the first time put forward the reform requirements of "deregulation and service".As a secondary institution under Peking University,the first hospital of Peking University belongs to the central balance budget institution,and its capital source is financial capital.Therefore,the engineering government procurement of the unit should be conducted through the government procurement center of the central state organ.Under the requirement of "release management service" reform,the state procurement center raised the standard of procurement quota and gave the purchasers more independent choice.However,due to the internal management problems of the purchasers,the implementation of policies,the lack of professional personnel and the lack of medical professional catalog,the engineering government procurement of Peking University hospital did not really enjoy the "release management service" reform red Profit.In this paper,the principal-agent theory,rent-seeking theory,policy implementation theory and other related theoretical knowledge,using literature analysis,case analysis,comparative analysis and other professional methods in the field of public management,to study the problems encountered in the engineering government procurement of Peking University Hospital under the background of the reform of "release management service".Combined with the development process and current situation of the government procurement of the unit,this paper focuses on the analysis of the problems existing in the engineering government procurement of the hospital after the "release management service" reform requirements are introduced,and the specific research and analysis of the engineering government procurement process of Peking University Hospital are carried out in combination with the engineering government procurement experience in relevant fields at home and abroad.In this study,by combing the policies,analyzing the cases,visiting and investigating the management models of other similar units,combined with the author’s work experience and relevant research results,aiming at the problems encountered in the engineering government procurement of Peking University Hospital after the introduction of the "deregulation service" reform,from improving the organizational system,building a professional talent team,improving the regulatory system,and putting forward the policy Policy demand and otheraspects provide corresponding solutions to the problems faced by Peking University Hospital.While giving suggestions to the relevant engineering government procurement of Peking University Hospital,they can also provide a certain reference value for the improvement of the government procurement system and the implementation of the "release management service" reform. |
