| The new crown pneumonia epidemic is undoubtedly the most serious public health emergency in the history of our country.It has posed a huge threat to the production,life and life safety of the people.It has suffered huge economic losses and social disorder for a period of time.The epidemic is not only a major test of the national emergency management system,but also a test of the emergency management capabilities of local governments.Wuhan is the epicenter of the epidemic.During the epidemic,the number of patients continued to rise and the increase in deaths put the local government under unprecedented pressure.Coupled with the impact of media and public opinion,the Wuhan government was once pushed to the forefront.Inadequate response to the early stage of the epidemic made us have to reflect on where problems occurred in emergency management.In this context,this article is constructed on the basis of literature analysis,secondary analysis,comparative analysis,4R crisis management theory and comprehensive emergency management theory.First,it reviews the research results of domestic and foreign scholars on the emergency management of public health emergencies and expounds the related concepts of emergency management of public health emergencies;Three links to sort out the behavior of the Wuhan Municipal Government in the early stage of the epidemic;the study found that there were problems in the operation of emergency plans,emergency reserves,risk monitoring,emergency decision-making,medical technology,and public opinion response.The reason is that the emergency management system is not perfect and management.The main body ’ s ability and consciousness are deviated and related technologies are immature;the final study believes that it is urgent to improve the city of Wuhan from the aspects of prevention,early warning and disposal links,improvement of emergency reserves,strengthening of team building,attention to early warning,and optimization of disposal measures.The government’s strategy for responding to the epidemic is to improve the emergency management system and enhance the emergency management level and ability of local governments. |
