Collaborative Research On Government Departments Of Medical And Elderly Care Integration From The Perspective Of Policy Network

In the context of the continuous development of aging and the deepening of the pressure of aging,my country has put forward a development policy of integrating medical care and elderly care in a timely manner,which organically combines elderly care resources and medical resources,prompting various relevant departments to gradually cooperate with each other to promote the development of integrated medical care and elderly care.From the perspective of practical development,although the integration of medical and elderly care has achieved a certain degree of development due to objective needs and policy promotion,it has both medical and elderly care functions.In the process of formulating,transmitting and implementing related policies,It will inevitably involve many relevant government departments such as health,civil affairs,and finance as the main body of development,and the status and control of the coordination and cooperation between relevant departments affect the development effect of the integration of medical and elderly care,so explore and analyze the development process of the integrated medical and elderly care The coordination of relevant government departments in China is of great significance to further advance the development of the integration of medical care and elderly care.In order to better describe and analyze the status quo of the coordination of government departments with integrated medical and elderly care,the investigation of the coordination of government departments with integrated medical and elderly care in my country is placed in the integrated medical and elderly policy network formed by relevant government departments for analysis and research.Based on the relevant policy text data on the integration of medical and elderly care in 2013-2019,this article uses social network analysis to quantitatively analyze the integrated medical and elderly care policy network in my country from the perspective of the policy network and with the help of ucinet software.First,it describes the overall situation and characteristics of government departments’ coordination in the integrated medical care policy network,presents the overall process of the integrated medical care development,and then analyzes the characteristics of the policy network of my country’s integrated medical care government departments from the two dimensions of centrality and structural insight.Characterize,discover its existing problems and analyze its causes.The results showed that although the overall network density of the integrated medical and elderly care policy network in China is gradually increasing and is in a stable and progressive stage,the development of integrated medical and elderly care is on the rise,but there is still a lack of effective coordination mechanism among various government departments,and the central department controls Weak power,decentralized power,lack of extensive connections among various departments,and dependence on risks.From the perspective of policy network,we will analyze the causes from the four perspectives of information resource flow,organizational power,institutional mechanism,and consciousness.Discuss the policy enlightenment for promoting the development of integrated medical and elderly care in China,and put forward corresponding countermeasures and suggestions from the dimensions of the overall network,centrality,and structural holes,in order to deepen the degree of coordination between the integrated medical and elderly care and the government,and promote the further integrated development of medical and elderly services,To respond to the call of a healthy China and relieve the pressure of aging in our country.
