Research On Performance Evaluation Of Community Home-based Aged Care Service Under The Medical Care Integrated Model

With the continuous increase in the number of aging people in China,the social pressure brought by it has gradually increased.China has gradually entered the contradiction stage of "getting old before getting rich".The ensuing question is how the elderly,the elderly living alone,the disabled,and the elderly with chronic diseases should deal with medical and elderly care problems.However,although the traditional medical institutions have sufficient medical resources,they cannot meet the needs of the elderly.The elderly care institutions mainly care for the elderly.Without too many medical resources,it is impossible to provide scientific medical services for the elderly.The model of only providing medical care but not old-age care and only providing old-age care but not medical care is no longer suitable for the development of modern aging society.After the combination of medical care and elderly care was proposed,the community home care model has developed rapidly according to its own characteristics.However,because the model is not fully mature,the performance of community home care services is not high.Therefore,this article combines the development of community home care in Nanjing,researches and evaluates the performance evaluation index system of elderly care services,and puts forward countermeasures and suggestions for improving the performance of community home care services under the medical care integration model.Starting from the policy background,this article determines the meaning and purpose of the topic through combing and researching relevant domestic and foreign literature,and expounds the relevant theories of the combination of medical care,community home care and pension performance evaluation.A number of performance evaluation indicators were selected on the basis of related theories and on-site visits to 12 jurisdictions in Nanjing,and based on this,a performance evaluation indicator system for home care services in the community of combined medical and elderly care was constructed.Through the Gini coefficient,Theil index,DEA envelope analysis method,and entropy method-TOPSIS method,the three dimensions of equity,efficiency,and service quality of elderly care services are researched and evaluated,and relevant conclusions are obtained,which is expected to be a model of integrated medical care in Nanjing.Provide targeted suggestions for home care services in the lower community.Through research and analysis,it is found that the allocation of elderly care resources in Nanjing is uneven,and there is a significant gap between regions.The scale of elderly care services in some areas is insufficient,which affects the overall efficiency.Compared with the expansion of the scale,the improvement of the efficiency of the community home care services in Nanjing is more dependent on management capabilities.At the same time,it is found in actual research that the community home care service centers in multiple regions can provide The content and quantity of old-age care and medical care in China are difficult to meet the needs of old-age care in the area.In addition,there are differences in the quality of services in various regions.The minimum bed-to-care ratio in Nanjing is lower than the national standard of 1:0.4,and there is a shortage of medical human resources.On the whole,the government should appropriately participate in elderly care services to ensure fair and reasonable investment in resources.At the same time,it should encourage social forces to join community home care services,improve the professional quality and service capabilities of medical staff,and continuously improve the quality of elderly care services.
