Study On Performance Evaluation Index System Of Institutional Care Under The Background Of Long-term Care Insurance

Objective: Based on Delphi method and analytic hierarchy process,guided by the basic principles and working objectives of long-term nursing insurance system,and aimed at improving the quality of institutional care,this study constructed a set of scientific,fair and operable institutional care performance evaluation index system with the satisfaction of disabled personnel,nurses and regulatory agencies as the core.The purpose of this study is to improve the ability of nursing service,enhance the level of nursing management,improve the quality of nursing service,provide reference for optimizing the design of long-term care insurance system,and provide guarantee for the realization of long-term care insurance coordination,health and sustainable development.Methods: This study mainly adopts the methods of literature analysis,Delphi method,analytic hierarchy process,statistical analysis and so on.First of all,using the method of literature analysis to collect domestic and foreign long-term care insurance,performance evaluation and other related literature,combing a large number of relevant concepts and theoretical knowledge,and carrying out field research and field interviews on long-term care insurance managers,responsible personnel of commercial insurance companies,managers of nursing institutions and service objects of nursing institutions.On this basis,firstly,the main problems of institutional care were analyzed,and the preliminary performance evaluation index was designed and formulated.Secondly,the Delphi method was used to screen the preliminary index,and the performance evaluation index system of institutional care was established.Finally,the analytic hierarchy process and statistical analysis were used to carry out expert consultation and evaluation results analysis,and the weight of each index was calculated Heavy.Results: Referring to the index hierarchy model,from the perspective of stakeholders of long-term care insurance,the method of combining subjective and objective empowerment was adopted,and the nursing condition,nursing quality and satisfaction were taken as the evaluation dimensions to construct the performance evaluation index system of institutional care,which was composed of 3 first level indicators,9 second level indicators and 33 third level indicators.Conclusion: The performance evaluation index system of institutional care is not unchangeable.When carrying out the performance evaluation of institutional care in different places,dynamic adjustment can be made according to the actual needs of the index evaluation and the actual situation;at the same time,supporting information management platform and information network should be established,and the results of performance evaluation should be used reasonably.
