The COVID-19 is a major public health emergency with rapid spread,long duration,wide range and difficult prevention and control in recent years.The outbreak of the COVID-19 has led to a shortage of emergency medical resources such as medical facilities,medical supplies,and daily necessities.The government immediately launched an emergency response plan,strengthened the coordinated supply of medical resources,and encouraged the participation of the whole society,so that the epidemic was basically under control and the social and economic order was gradually restored.Emergency medical resource allocation resilience refers to the establishment of an automatic adjustment mechanism to resolve the imbalance between supply and demand in emergencies;the establishment of a capacity capital to achieve prevention and control before the epidemic occurs,alleviate the crisis when the epidemic occurs,and restore the original state or reach a higher equilibrium state after the epidemic is over.Human history is a history of fighting against viruses,and viruses will never be far away from humans.Therefore,we urgently need to establish emergency medical resource allocation resilience evaluation indicators and evaluation models under normalized prevention and control,which can not only enrich domestic research on emergency medical resource allocation resilience,but also can be used to evaluate the resilience of emergency medical resource allocation in various regions,and then adjust the configuration structure in advance according to the evaluation results to ensure the resilience of emergency medical resources under major public health emergencies.This article first summarizes domestic and foreign literature,based on theories of emergency management,risk management,and resilience,and defines related concepts such as resilience in public health emergencies and emergency medical resource allocation.Secondly,it analyzes the perspective of resilience evaluation from the five dimensions of context,time,subject,content,and goals,and analyzes the impact from seven aspects of mechanism resilience,basic resilience,material capital,environmental resilience,human capital,social capital,and recovery capability.The factors of the resilience of medical resource allocation,screening and determining the evaluation index of resilience of emergency medical resource allocation.Then determine the weight of each index through the analytic hierarchy process,and build an evaluation model.Finally,taking Longgang District of Shenzhen as an example,the fuzzy comprehensive evaluation method is used to obtain the comprehensive score of its emergency medical configuration resilience,and the following conclusion is drawn: the hospital emergency mechanism has a higher impact on the mechanism’s resilience than the government emergency mechanism.Hospitals are the main battlefield for responding to public health emergencies,and their emergency plans play an important role in the timeliness and comprehensiveness of treatment.The overall development level of medical resources is higher than the level of medical resource allocation.This conclusion reflects the characteristics of “emphasis on treatment and neglect of prevention” in china,and it have a significant impact on basic resilience.The improvement of prevention and control isolation measures can significantly improve environmental resilience.The mental health and ability of medical staff directly affect human capital resilience.The degree of support from the central government and local governments is more significant than that of charitable organizations and enterprises on the resilience of social capital.Economic resilience has a significant impact on resilience.Finally,according to the analysis results,a strategy for optimizing the resilience of emergency medical resource allocation is proposed.
