| With the development of human society and the continuous improvement of economic conditions and living standards,the masses pay more and more attention to health and have more expectations for high-level and wide-ranging national health.In order to meet the health,medical and nursing needs of various social groups in many aspects,the contracted services of family doctors in China have been implemented in an orderly manner.Y City has comprehensively promoted the signing service of family doctors since 2017,and achieved certain results in the signing form and service content,.However,there are still some problems,such as insufficient financial investment,incomplete supporting policies,weak ability of family doctors,etc.,and the awareness rate,signing rate and satisfaction of residents need to be improved.Therefore,how to increase financial investment,supporting policy guarantee,improve the service level,improve the awareness rate and signing rate of residents,and promote the healthy and long-term development of family doctor signing service is a problem that needs to be solved at present.At the same time,it also provides reference for other cities in the Province.Therefore,facing the prominent problems in the signing service of family doctors,it is very necessary to establish a set of effective countermeasures for Y City and establish a perfect signing system of family doctors.Under the background and environment described above,according to the actual situation of Y City,this paper studies the Countermeasures for the contracted services of family doctors.First,it clarifies the background of the domestic family doctor contract service and the significance of its implementation,puts forward the research ideas,research contents and research methods of this paper,introduces the foreign family doctor service system,service mode and service effect research,and introduces the common service policy,service mode,performance evaluation and "single point" contract research results of domestic family doctors.Secondly,it expounds the theories related to family doctors’signing services,so as to lay the necessary theoretical foundation for the full text.Through the document survey,interview survey and questionnaire survey on the signing service of family doctors in Y City,and comprehensive analysis,it is found that there are four problems at the government level:insufficient capital investment,incomplete supporting policies,poor layout planning and insufficient overall coordination and linkage.The family doctor team has four problems:weak service ability,single service subject,insufficient initiative consciousness and insufficient talent team,At the level of residents,there are three problems:the awareness rate of family doctors’ signing is not high,the concept of signing has not changed,and the trust of family doctors is lack.By analyzing the reasons,it is concluded that there are defects in the top-level design,rigid administrative system,inflexible talent training mechanism,insufficient grass-roots talent reserve,imperfect assessment and incentive measures,insufficient policy publicity and weak awareness of health management.Finally,according to the reasons,it puts forward the suggestions and countermeasures that the government should increase financial investment,improve supporting measures and optimize the evaluation mechanism,the family doctor team should pay attention to the improvement of ability and quality,innovate the talent use mechanism,scientifically set up performance evaluation and improve performance incentive policies,and the residents should deepen the concept of family doctor signing,lead the trend of health management and enhance the stickiness of signing services,So as to further improve the contracted service level of family doctors in Y City,promote the healthy and sustainable development of contracted services of family doctors in Y City,and strive to provide a certain theoretical basis and reference for the pilot application of "single point" contracting. |
