In recent years, with the continuous development of China’s pharmaceutical industry, people’s awareness of the safe use of drugs has increased, the government and medical institutions have gradually paid attention to the use of drugs.Due to the insufficient medical resources and technical level of primary healthcare institutions, many medication safety problems have emerged, especially the abuse of antibiotics for injection and traditional Chinese medicine injections. To analyze the use of antibiotics for injection and traditional Chinese medicine injections in primary healthcare institutions will help find the source of the problem and ensure the safety of medicines used by the people at the grassroots level. This paper converted drug procurement data into corresponding evaluation indicators, and analyzed the drug frequency of 32 kinds of antibiotics for injection and10 kinds of traditional Chinese medicine injections in Hubei Province’s primary healthcare institutions from October 2018 to September 2019.The results show that the purchase amount and defined daily dose system(DDDs)of cephalosporins and anti-stasis agents account for a relatively large proportion, which is in line with the characteristics of grassroots medical treatment and medication;the purchase amount of most drugs is synchronized with the DDDs,which showed that the pricing of drugs is more reasonable;most of the drugs with a higher DDDs of medication have lower average daily medication costs, that is,primary healthcare institutions prefer to use drugs with lower costs. The grey projection incidence model and grey indicator incidence model based on the panel data were used to study the correlation between the number of adverse drug reaction reports in Hubei Province and the DDDs of 32 kinds of antibiotics for injection and 10 kinds of traditional Chinese medicine injections in primary healthcare institutions. Then, the serial number comparison method was used to explore the synchronization between the relevance of adverse drug reactions and the DDDs of medication. The results show that: from the overall data of Hubei province, most drugs are well synchronized, that is,the probability of adverse drug reactions is within a controllable range;from the data of each city, the correlation coefficient of adverse drug reactions in each city may different due to different medication habits, which will affect the result of synchronization. The grey possibility clustering for panel data was used to evaluate the reporting status and quality of adverse drug reaction reports in various cities in Hubei Province. The results show that due to the population base, there are certain differences in the number of reported adverse drug reactions in each city;there is a certain difference in the pass rate of adverse drug reaction reports in different cities, which affects the accuracy of reporting. The reason may that medical staff in each city have different understanding of evaluation criteria for adverse drug reaction events.Based on the above results,on the one hand,we can understand the general use of primary healthcare institutions in Hubei Province and the medication habits of each city in a short period of time.On the other hand, according to the reports of adverse drug reactions in various cities, suggestions can be provided for the reporting of adverse drug reactions in primary healthcare institutions in order to better serve patients with primary diseases.
