| Several policies and regulations have been implemented in China,including health education as a critical component of health services.As a specific social group,the implementation of maternal health in their education is highly relevant to the long-term stability of China’s overall national and social development.In the last two to three decades,China has raised the specific implementation factors of public policies to an unprecedented level of attention.In this regard,particular consideration has been given to the specific biases in public policy.However,most of the research on maternal health education has focused on the medical field.In other words,research that targets the implementation of maternal health education policies from a public administration perspective is scarce.In order to understand the current implementation of maternal health education policies in Shanghai,this paper collates and summarises policy texts related to maternal health education in Shanghai over approximately 30 years.This preliminary work is intended to facilitate the final distillation of information from different generations that are important for the study objectives.This paper then takes the specific implementation of maternal health education policies in District H of the city as the basis for the study.This paper combines questionnaire data,interview documentation and other diverse research forms to summarise maternal health education policies in District H systematically.The purpose of this is to clarify the objectives of policy implementation and the subjects of policy implementation.The paper then analyses the specific and subtly different configurations of maternal health education policy resources in District H,corresponding to their respective policy implementation content and specific implementation methods.Based on the survey’s findings on the current situation of maternal health education in District H,this paper finds that the specific implementation of maternal health education policies in District H is relatively satisfactory.However,problems include the fact that the policy implementation objectives have not been fully achieved,the policy resources have not been allocated appropriately for implementation,the participation of the target group has not met expectations,and the lack of adequate incentives for health education practitioners.In the conclusion of this paper,five comprehensive recommendations are made to implement maternal health education policy in Shanghai,taking into account the New Public Service Theory and the Horn-Meter Policy Implementation System Model,and in light of the problems in District H.In general,Shanghai should resolutely optimize its policy objectives and standards,including further clarifying policy objectives,setting policy standards more scientifically,and allocating the resources needed for policy implementation more rationally-for example,by deploying a significant number of professionals and using leading big data technologies to enhance the integration of information resources.In addition,policy practitioners should focus on improving how policies are implemented,engaging with a diverse range of third-party regulators,and increasing policy advocacy.Finally,consideration should be given to establishing a comprehensive and specific performance evaluation system for policy implementation entities. |
