between three-level public hospitals of different grades and different ownership.Analyze the changes of performance appraisal ranking of threelevel public hospitals from 18 to 19.At the same time,understand whether the performance appraisal can promote the tertiary public hospitals in Liaoning Province to gradually strengthen and improve the scientific management of public hospitals,maintain the public welfare attribute of public hospitals,guide tertiary public hospitals to further implement the functional positioning of public hospitals,improve the quality of medical services,improve the operation efficiency,and actively promote the implementation of hierarchical diagnosis and treatment system,Provide more efficient and high-quality medical services for the people,improve satisfaction,and put forward suggestions for the next performance appraisal.Methods : Apply the performance appraisal index system of three-level public hospitals determined by the National Health Commission to organize the three-level public hospitals in the province to carry out performance appraisal,and obtain the performance appraisal related data indicators of each hospital through the performance appraisal data system,medical record home page data platform and other data platforms.The performance evaluation results of three-level public general hospitals with different grades,different attribution and complete data in 2018 and 2019 determined by the National Health Commission were statistically analyzed by covariance analysis and t-test.The TOPSIS method is used to comprehensively evaluate the performance appraisal results of three-level public general hospitals with complete data in 2018 and 2019,and analyze the change of ranking.Results : Through the comparative analysis of the key indicators of the three-level performance appraisal of class III class A hospitals and class III class B hospitals in 2018,the level of class III class A hospitals is generally higher than that of class II hospitals and class III uncertain hospitals in terms of medical quality,operation efficiency,sustainable development and satisfaction evaluation.By comparing and analyzing the key indicators of performance appraisal between provincial level III hospitals and municipal level III hospitals in 2018,the results can reflect that provincial level III public hospitals are generally higher than municipal level III public hospitals in terms of medical quality,operation efficiency,sustainable development and satisfaction evaluation.Through the comparative analysis of the key indicators of performance assessment of class III class A hospitals in 2018 and 2019 and the key indicators of performance assessment of provincial hospitals in 2018 and 2019,the results show that the assessment results of various indicators in 2018 and 2019 do not change significantly.TOPSIS method is used to comprehensively evaluate the situation of three-level general hospitals from the normalized original performance evaluation data matrix.Results in terms of data quality,the number of hospitals with complete data in 19 years is significantly more than 18 years,and the ranking of the three hospitals has made great progress.It fully reflects that the three-level public hospitals pay more attention to performance appraisal,which can promote the high-quality development of the hospital.Conclusion : 1.The performance assessment indicators of level III public hospitals are basically in line with the reality,and the assessment results can reflect the gap between level III public hospitals with different levels and different ownership.Moreover,level III class a public hospitals are generally higher than level III class B public hospitals and level III uncertain public hospitals in terms of medical quality,medical safety,operation efficiency and talent training,The level of provincial level 3 public hospitals is generally higher than that of municipal level 3 public hospitals.2.The integrity of performance appraisal data of three-level comprehensive public hospitals has improved year by year.By paying more attention to performance appraisal,applying performance appraisal indicators,three-level hospitals can improve hospital medical quality,improve operation efficiency,increase investment in sustainable development,pay attention to talent training,improve service awareness,realize high-quality development of hospitals and improve their performance in performance appraisal,The ranking has increased significantly.3.The implementation effect of performance appraisal has achieved initial results,so it is necessary to continue to strengthen the appraisal and improve the attention of the
