Research On Network Governance Of Urban Community Public Health Crisis ——Taking New Coronal Epidemic Prevention And Control In Chengdu As An Example

In recent years,various social contradictions and frequent public health crises have emerged with the rapid development of the economy,posing severe challenges to our country’s public health security and affecting the smooth progress of politics and the economy.Due to the public health crisis having features like rapid spread,uncertainty and harm,multi-governance is needed under the unified leadership of party organizations including the government,community,enterprises and residents.Therefore,the effective use of resources and complementary advantages can be promoted by strengthening the network management of public crises in urban communities and further improving the governance capacity of urban communities.Based on the social background of COVID-19,this thesis follows the problemoriented research idea,focusing on the network governance of public crises in urban communities in Chengdu.Firstly,the literature analysis method is used to analyze the current research status of public health crisis and network governance at home and abroad,then expounds on the theory of resource dependence and network governance.Secondly,we construct an analytical framework of “idea-subject-mode-mechanism” for the network governance of public health crises in communities with the resource dependence theory and the network governance theory.Thirdly,according to the data collected by the empirical analysis method,we analyze the method to realize the network-based governance in Chengdu communities with the framework of theoretical analysis,as well as the existing difficulties and causes,explaining what and why they are.Finally,based on the situation of community crisis prevention and control in Chengdu,this thesis proposes an optimized path to strengthen the network-based governance of public health crises in urban communities in Chengdu,thus providing a referent experience of networkbased governance for other cities.Through the analysis,we found the following methods to realize the network-based governance of public health crisis in Chengdu communities: the updating of epidemic prevention thought under the mobilization of the party and government,the multi-subject organization under the hierarchical operation,the upgrading of connection mode under the technical support,and the application of multiple mechanisms under the standard reshaping.However,there are also some dilemmas such as lagging transformation of governance concept,insufficient resilience of subject coordination,unbalanced process of technology integration,and poor efficiency of mechanism operation.The main reasons for the new dilemma are the cognitive deviation of the network value concept,the lack of collaborative environment of network governance subjects,the weak foundation of network governance mode embedding and the rough process of network governance mechanism construction.Based on the epidemic prevention in Chengdu,this thesis proposes an optimized path for network-based governance of public health crisis in Chengdu communities: stitch the cognitive differences in governance concepts,optimize the collaborative environment of primary entities,strengthen the implementation basis of governance methods,and standardize the formulation process of governance mechanism.
