Analysis Of Hebei Traditional Chinese Medicine Hospitals’ Technical Efficiency And Its Influencing Factors

Nowadays,the efficiency of public hospitals has become a key concern in the reform of the national health system.Since the rise of Western medicine in China,the rapid development of Western medicine has brought great challenges to the Chinese medicine industry.The low income of diagnosis and treatment in TCM hospitals and the serious uncoordinated development of TCM hospitals between different regions lead to the Western medicine tendency of primary TCM hospitals,and the related TCM health service gradually fades out of the system.In recent years,with the central government realizing the seriousness of the problem of TCM development and developing the TCM industry,a series of supporting policies have promoted the development of public TCM hospitals in China.Since the covid-19 epidemic,the efficacy of traditional Chinese medicine,traditional Chinese medicine once again to the world,the party Central Committee will inherit and innovation of traditional Chinese medicine industry positioning as a new era of socialism with Chinese characteristics important content.In the past,the Westernization tendency of traditional Chinese medicine hospitals has been effectively restrained,and the orientation tendency of traditional Chinese medicine hospitals with traditional Chinese medicine as the core has been greatly strengthened.In this context,the issue of technical efficiency in TCM hospitals has aroused extensive research interest.Hebei province is close to Beijing,Tianjin and other municipalities which are rich in medical resources,and the traditional Chinese medicine hospitals in Hebei province have many problems,such as unbalanced regional development and less advanced internal management.Therefore,this paper conducts a detailed research and analysis on the Hebei traditional Chinese medicine hospitals’ technical efficiency and its influencing factors.This paper firstly introduces the theory of efficiency,and expounds the theoretical basis of this paper.Through reviewing research on efficiency measurement methods and the efficiency of traditional Chinese medicine hospitals,this paper summarizes the current status of medical and health services in my country from multiple perspectives;secondly,this paper introduces the main research models and principles,and expounds the selection method of research objects and data sources.Then,the input,output variables and environmental variables of this study are determined according to the methodological summary of the past literature.Compared with the local general hospitals,the basic operation status of traditional Chinese medicine hospitals in Hebei Province is described.A modified three-stage method（DEA-SFA-Super SBM）is adopted to accurately measure the technical efficiency of Hebei traditional Chinese medicine hospitals and a static analysis is conducted.Finally,the Malmquist model is used to dynamically decompose the technical efficiency changes of Hebei traditional Chinese medicine hospitals from 2014 to 2018,and the Tobit model is adopted to analyze the factors affecting the technical efficiency of Hebei traditional Chinese medicine hospitals in the view of operation and finance.The factors affected the technical efficiency of the operation of the traditional Chinese medicine hospital from 2014 to 2018 were detailed summarized.The main conclusions of this paper are as follows: the technical efficiency of 21 public hospitals of traditional Chinese medicine in Hebei province accounts for 23%,and the low pure technical efficiency is the main reason for the low technical efficiency,overall,the size of TCM hospitals is close to saturation.The efficiency of TCM hospitals is highest when the number of beds is around 1000.Location factors such as environment have a significant impact on the technical efficiency of TCM hospitals,the local training of TCM technicians can effectively improve the technical efficiency of TCM hospitals.In the past five years,the technology of traditional Chinese medicine（tcm）in Hebei province has deteriorated a lot,and at the same time,the driving force for the growth of technical efficiency is relatively low.The depreciation fee,the management fee rate and the amount of hospital beds put in have a negative impact on the technical efficiency,the utilization rate of beds,expenditure rate of personnel funds and turnover rate of total assets had a positive impact.The hospital of traditional Chinese medicine in Hebei province can improve the technical efficiency of hospital operation precisely through the amendment and perfection of specific indexes.Finally,suggestions of revising relevant polices were provided,which provided theoretical basis and reference significance for improving the technical efficiency of the traditional Chinese medicine hospital in Hebei Province.
