A Study On The Basic Program Of The National Government’s "Review Committee Of The Peace Agreement With Japan" And Its Related Agreements

After World War II,Japan was defeated and surrendered.The National Government of China ranked among the top four allies.Before the end of the Second World War,the two powers of the United States and the Soviet Union had planned the world political and economic pattern after the war,and their consideration and arrangement of the pattern of interests in the Far East in the early post-war period were basically focused on two aspects: dealing with Japan and signing the peace treaty with Japan.As a victorious nation,the National Government was not wanted to follow the same fate of the sacrifice of the Versailles Peace Treaty after the First World War,actively cooperated with the United States and the Soviet Union,and seriously and diligently participated in the two issues related to China’s reputation,international status,post-war national security,relations with the United States and the Soviet Union,and relation with Japan.To this end,the National Government established a "Review Committee of the Peace Treaty with Japan" composed of five groups : political,military,economic,claim and comprehensive.And invited a lot of politicians,academic experts,newspaper leaders and celebrities from the whole country.After deliberation and consultation,the National Government independently raised a series of issues on the disposal of Japan and the peace treaty with Japan,such as: Japan’s occupation of territory,political democratization,dissolution of the zaibatsu and the land,disarming Japan’s military capability,deal with the Japanese prisoners of war,and deal with Japan’s post-war industrial standards,trade aviation,asset contracts and claims against Japan.Through the repeated discussion and brainstorming of five groups,a series of agreements on the disposition of Japan and the negotiation of the peace treaty with Japan were formed and submitted to the allies in the future.These agreements not only show the justice for the country harmed by Japan,but also show the Chinese nation’s broad mind of repaying evil for good and turning the weapons into a silk.With the formation of the two camps were built up after the war,the Cold War was broke out.The Western camp led by the United States,for the strategic needs of anti Soviet and anti Communist,changed the original idea of severely restraining and weakening Japan to a large extent,and turned to support Japan and include Japan in the front post of anti Soviet and anti Communist in the Far East.Because the Soviet Union put its strategic focus on Europe,it also made some compromises and concessions to the change of American Far East strategy.Even though the National Government has the desire to be a powerful country,it has no power to be a true powerful country.In addition,it quickly disintegrated in the civil war against the Communist Party of China and the will of the people.The disposal plan and related agreements put forward by the "Review Committee of the Peace Treaty with Japan" with all its strength were finally abandoned.It was even more regrettable that the new People’s Republic of China has lost the historical opportunity and legitimate right to participate in the disposal of Japan’s contract with Japan due to the hostile policies adopted by the Western camp headed by the United States.
