Study On The Allocation Of Rural Public Cultural Facilities-

As an indispensable part of rural cultural construction,the construction of rural public cultural facilities has been valued by all walks of life for a long time.Especially after the 19th National Congress of the Communist Party of China,the proposal of Rural Revitalization Strategy makes people think again about how to revitalize rural areas?How to revitalize rural culture?In the face of the imbalance between supply and demand in the allocation of rural public facilities,this paper studies the allocation of rural public cultural facilities from the perspective of human geography,and puts forward the allocation principles and differential allocation methods.The research results are of great significance to promote the construction of rural culture and enrich the relevant theories of public service facilitiesThe core content of this paper is:to analyze the differences and commonness of rural residents’ cultural needs,and to put forward the differential allocation method of rural public cultural facilities.The paper holds that the allocation of rural public cultural facilities should be based on the cultural needs of farmers,and there are regional differences and crowd differences in cultural needs as well as culture.Therefore,the paper first theoretically analyzes the influencing factors of the allocation of rural public cultural facilities,and then takes Shilin Yi Autonomous County,Kunming City,Yunnan Province as the research area,selects four typical villages for field investigation Through the comparative analysis of the cultural needs of different villages and different groups of people,we can get the differences and commonness,and finally put forward the principles and methods of rural public cultural facilities allocationThrough investigation and analysis,the paper finds that the cultural needs of rural residents are not only different from each other in different regions and groups,but also have their common characteristics.It puts forward that the allocation of rural public cultural facilities should follow the principles of people-oriented,local conditions,level allocation and time sequence allocation,and puts forward different allocation methods In terms of the allocation scale,it is proposed to take the natural village as the allocation unit to carry out the population scale differential allocation,classify the villages according to the population scale of the natural village,and then determine the allocation scale and quantity of each level of the natural village according to the actual situation,so as to improve the problem that the allocation level gap between the internal natural villages and the central village is widening with the administrative village as the allocation unit.In terms of the configuration content,the paper puts forward the configuration mode of"must match+optional match" according to the regional and crowd differences and commonness of cultural needs of rural residents.The public cultural facilities must be equipped to meet the basic and common cultural needs,have the function of publicity and education,and should be formulated in a unified way;the optional public cultural facilities should be configured selectively according to the differences of regional and crowd cultural needs.
