A Study Of Rural Cultural Governance Under The Strategy Of Rural Revitalization

In the new era of socialism with Chinese characteristics,the party and the state believe that the problem of agricultural and rural farmers is a fundamental issue related to the national economy and the people’s livelihood.In order to effectively solve the problem of "agriculture,rural areas and farmers",they decided to implement the strategy of rural revitalization.Based on the strategy of rural revitalization,rural cultural governance can point out a new direction for rural cultural governance,provide new ideas,link the strategy of Rural Revitalization with rural cultural governance,and accelerate the modernization of agricultural and rural areas.This paper uses the theory of "governance","good governance" and"rural social change" to lay a theoretical foundation for the research.By using the historical analysis method,this paper analyzes the"Commonness" of the country in the practice of rural cultural governance and the measures taken to develop rural culture;Using case analysis method and questionnaire method,this paper discusses the "personality"problems and reasons in rural cultural governance in Wuhu City,and puts forward the problems and reasons in rural cultural governance in Wuhu City according to literature review and field visits,and puts forward countermeasures.The title of this paper is "Research on Rural Cultural Governance under the strategy of Rural Revitalization".The paper consists of five chapters.The first chapter is the introduction,which mainly describes the background,significance,research status,research ideas,methods and innovation,and determines the creation direction and framework of this paper.The second chapter mainly expounds the definition of the relevant concepts of this paper,including the interpretation of important words and sentences and the theoretical basis of the formation of this paper,such as the concepts of "Rural Revitalization Strategy","governance","rural culture","rural cultural governance",etc.,and lays the theoretical foundation for this paper with the theory of "governance","good governance" and "rural cultural change".The third chapter mainly uses the historical analysis method,elaborates the practice course of rural cultural governance from the founding of the People’s Republic of China to the nineteen National Congress,and paves the way for the later paper to carry out problems and countermeasures.The fourth chapter mainly uses the method of questionnaire to explain the current situation of rural cultural governance in Wuhu City,as well as the outstanding problems and reasons in rural cultural governance,such as cultural market,cultural education,cultural life,infrastructure,governance ability and so on.The fifth chapter is mainly based on the previous problems and reasons,put forward the corresponding countermeasures,based on cultural education,cultural life,cultural livelihood,cultural governance and so on.This paper also based on the Fourth Plenary Session of the 19th CPC Central Committee on promoting the modernization of national governance system and governance capacity,which provides a good direction for the writing of this paper.This paper holds that Wuhu City should actively explore the construction of the systematic project of rural cultural governance system and the modernization of governance capacity.Under the background of the strategy of Rural Revitalization and in accordance with the spirit of the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China,Wuhu City should strive to build the rural cultural governance system and improve the modernization level of governance capacity.Actively construct the rural cultural governance system of Wuhu City,which is closely linked and coordinated by economic,political,cultural,social and ecological systems and mechanisms;Build a systematic project including governance concept,governance system,governance ability,governance mode,governance effect,governance level,etc.to promote the overall development of rural high-quality by rural cultural governance.
