Research On The Supply Of Rural Public Cultural Services

Along with continuous advancement of the society,people’s life quality has been improved to a great extent.Having realized satisfaction in material,people turn to the longing for and pursuing cultural life.Because of people’s increasingly higher demands of culture,the supply of service in the field of public culture plays a more and more important role.The report of the 19th CPC National Congress has proposed new demands for perfecting the establishment of public service system of culture,and therefore it is necessary to strengthen the implementation of the projects for public benefits and carry out cultural activities in multiple forms.It is acknowledged that the improvement to public culture service is conductive to cultivating the general public’s healthy and positive cultural interest,diversifying people’s daily life in terms of recreation,and enhancing people’s self-confidence of culture.Nevertheless,because of the influence imposed by the separate urban-rural structure,the problem of imbalanced development has always been available in the establishment of public cultural service system in China.Moreover,some backward and vulgar cultural activities still exist in some rural areas in our country,and it imposes a serious influence on the farmers’ enjoying healthy cultural life,which is not beneficial to realizing the construction of rural civilization and rural revitalization.Hence,it is of great necessity to improve the supply of public cultural services in rural areas and form a network mode of multi-subject supply,for the purpose of ensuring smooth realization of revitalization in rural areas,so as to provide the general public with activities and products that are mostly favoured.This paper selects Li Qizhuang town in Sanhe County,which was designated by Langfang City as the experimental unit in the integration of township public cultural resources,as the object of this study.Moreover,study and analysis on public cultural services in rural areas are conducted by taking into account the theory of Government by Network proposed by Goldsmith.It is discovered through practical investigation and study that Liqizhuang Town,Sanhe County has the problems as follows in the quality of rural public cultural infrastructure is poor;the supply quantity of public cultural activities and facilities is small;the supply content is homogeneous;the financial supply is insufficient and the supervision and management mechanism is not sound;the communication and expression of various subjects are insufficient.On the basis of the problems mentioned above,this paper analyses from the aspects including network design,the dilemma of network and responsibility,the bond of connection and the construction of network governance capability.It finds out the problems as follows—a perfect pattern of governance has not been formed concerning public cultural service in rural areas;the responsibility consciousness of the supply subject is not strong;the motivated and regulatory mechanisms for fund input and fund application are not perfect.As a result,it influences the entry of private flow;the mechanism of communication and coordination is imperfect;the mechanism for cultivating cultural professionals has not been formed yet.Targeting at all these problems,this paper proposes the suggestions as follows—improve the establishment of network;form the mode in which multiple suppliers participate jointly;change the functions of the government positively;encourage other forces in the society to participate in the domain of public culture;specify the responsibility of the government in capital investment,establish the mechanism of accountability,incentive and regulation concerning the use of capital,and encourage more private capital to make investment;perfect the mechanism of communication and coordination,and further expand the channels of communication for different subjects;strengthen the mechanism of talent cultivation in the supply of public cultural services in rural areas.Relevant suggestions are put forward with the aim of coping with the risks and challenges that are possibly available,with the anticipation of improving the level of local public cultural services in rural areas and providing other areas with reference with Liqizhuang Town as a good example.
