Study On The Spatial Difference And Regulation Of High-quality Economic Development In Shandong Province

China’s economy is in an important stage of high-quality development.Shandong Province is actively building itself into a strong modern Province in the new era,but there are some problems such as insufficient driving force of technological innovation,uncoordinated industrial structure and low level of public service sharing.Therefore,how to get rid of these obstacles and promote the high-quality economic development is of great significance to the development of Shandong Province’s comprehensive strength and reshape the new development pattern.According to the concept and requirements of high-quality economic development and implementing the new development concept,in the context of double-cycle strategy,we build a measurement system for high-quality economic development level from the following five subsystems,such as innovation,coordination,green,open and sharing and fourteen rule layers,such as R&D input,R&D output,urban-rural coordination,regional coordination,industrial coordination,growth coordination,resource utilization,environmental governance,foreign trade openness,foreign capital utilization,tourism openness,living standards,public services and social security.In terms of horizontal evolution characteristics,using the entropy method,we measure the comprehensive level of high-quality economic development and the level of each subsystem in Shandong Province and other cities from 2006 to 2018.From the perspective of overall and subsystem,we analyze the time-varying characteristics of high-quality economic development level.In terms of spatial evolution characteristics,arcgis10.2 software and kernel density model are used to explore the spatial differentiation pattern of Shandong Province,and Theil index is used to study the regional differences of high-quality economic development in Shandong Province.The spatial standard deviation ellipse method is used to further reveal the spatial distribution characteristics and evolution trend of high-quality economic development in Shandong Province.In addition,through the revised gravity model,this paper analyzes the spatial correlation pattern of high-quality economic development in Shandong Province.After that,the strengths and weaknesses of different regions’ high quality economic development are analyzed by combining qualitative and quantitative analysis.In view of the problems existing in the spatial differences of high-quality economic development in Shandong Province,this paper puts forward some regulatory countermeasures.The findings of the study are as follows.First,the trend of the comprehensive level of high-quality economic development shows an upward trend during the study period,showing a "s" trajectory of slow-accelerating-decelerating.The development level of innovation,coordination,green and sharing subsystems has increased,among which the innovation subsystem has risen the most and the score of the open subsystem has decreased.In the past 13 years,the coordination degree of various systems has increased,and gradually changed from "pyramid type" to "olive type".Second,there are regional differences in the spatial evolution characteristics of high-quality economic development.(1)Spatial differentiation characteristics: the overall level of high-quality economic development in Shandong Province presents in echelon develops from coastal to inland and from east to west,showing a development pattern of large gathering and small scattering.The point axis development mode has been formed,but the polarization pattern is not obvious.Based on the different economic base and geographical location,the five subsystems present different spatial differentiation patterns.The great internal differences in central region of Shandong Province are the important reasons for the large regional differences in the high-quality economic development.(2)Spatial distribution direction and center of gravity transfer characteristics: The center of gravity of the ellipse gradually moves to the northwest,but the speed of migration has decreased,showing the Northeast southwest spatial distribution direction,the area of the ellipse increases,and the spatial distribution become more flat.The corner clockwise rotation,Jinan plays a radiation driving effect on the cities in Southwest.(3)Spatial correlation characteristics: the correlation strength of high-quality economic development has improved,with Weifang on the central axis as the "bridge",Qingdao Yantai and Weihai in the east showing a "triangle" network connection,while the central and western regions take Jinan as the center,showing a state of "cluster" development.Thirdly,we use the obstacle degree model to explore the main obstacle factors of the criterion level and the index level,and find that the obstacle factors of high-quality economic development in Shandong Province have their commonness and individuality.Based on this,this paper combines qualitative analysis to sort out the influence mechanism from three aspects:natural factors,economic factors and social factors systematically.Fourth,based on the above conclusions,Shandong Province should propose countermeasures for the regional development status and combine with future development trend from four aspects to optimize the spatial pattern of the high-quality level of economic development,which are build a regional green innovation system and cultivate new dynamic energy for high-quality development;promote regional green coordinated development and help regional linkage move forward;enhance the quality of opening up and promote the formation of a new pattern of comprehensive opening up;comprehensively improve people’s livelihood security and enhance residents’ sense of happiness.
