Research On The Responsibility Ethics Of Eu’s ’Horizon 2020’ Innovation Program

It is the basic connotation of responsibility ethics to take human as the subject,regard the human existence as an absolute responsibility,and be responsible for the behavior and conseq uences of society,nature and human itself.The "Horizon 2020" project will be responsible for innovation as a soft law of the plan and contains a wealth of responsibility ethics.lt is not only the realistic call to avoid the risk of technological innovation,but also thetheoretical need of the inherent unification of technological innovation and responsibility ethics.With the concept of "responsible innovation","Horizon 2020" defines the responsibility boundary between technological innovation and technological subject,and extends the responsibility ethics statute to the action level of technological innovation.The concept of "responsible innovation" is the product of heterogeneous practice constitutedby technological innovation and responsibility ethics,which is highlighted as that technological innovation must be carried out in accordance with the principle of responsibility for results,the principle of public interest priority and the principle of harmonious coexistence between man and nature.In the whole process of scientific research and technology innovation,"Horizon 2020" reasonably defines the responsibilities andobligations of innovation subjects,emphasizes thattechnological innovation must serve the society and conform to social morality,and pays attentionto seeking the coordination and unification of interests of related subjects and ecology.At the same time,the plan also promotes the development of "responsible innovation" and the maturity of the "four-dimensional" action framework through thepractical methods of consequence prediction,ethical assessment and responsibility supervision of scientific and technological development,which has an important impact on the social structure of scientific and technological innovation,the sustainable development of science and technology,and the value rationality of scientific and technical innovation.For the development of science and technology in China,the research on the responsibility ethics of "horizon 2020" is conduciveto the establishment of a unified scientific researchmanagement institution with clear rights and responsibilities,SO as to enable the governmentand the public to participate in the activities oftechnical innovation substantively,and to evaluate and predict technological innovation.Therefore,it is of great significance to construct the inspection concept of technologicalinnovation and balance the relationship betweentechnological innovation and social ethical spirit toimprove the governance system of scientific and technological innovation in China.
