Food stamp project has the function of expanding the domestic agricultural product market and revitalizing the domestic agricultural economy.Objectively,it has the effect of stimulating economic development and stabilizing family income and consumption.It is also a means of national grain macro-control.For individuals,physical assistance is conducive to preventing the government’s relief funds from being misappropriated by the recipients and their guardians,and has the targeted characteristics of ensuring the minimum living standards.It has achieved remarkable results in eliminating the hunger of the poor and improving the nutritional level of low-income families.At the same time,with the development of food voucher project more and more perfect,also accompanied by many disputes,food voucher project in government management,specific distribution and personal use also has many limitations.This paper consists of three parts: introduction,text and conclusion.The text is mainly divided into three parts.The first part is an overview of the food voucher program from 1939 to 1977.This paper expounds the social and economic background of the food voucher project and the characteristics of the audience composed of the unemployed,single parent families,the elderly and immigrants.The second part divides the development of food stamp from 1939 to 1977 into three stages.In 1939,Henry Wallace,the Secretary of agriculture of the United States,initiated the first food voucher project.At this stage of development,the government realized the two goals of expanding the consumption of agricultural products and helping the low-income people to achieve food security through food vouchers,enlightened the concept of food vouchers,and carried out preliminary practice.The second stage of development is the act of fixing the food voucher project in the form of law for the first time in 1964.In 1977,the food and agriculture act was issued as the third stage of development.In this stage,the country began to implement the free ticket system,and the food voucher program was more widely promoted,realizing the whole territory coverage of the United States.Through these major legislations,it is divided into three stages to explore the implementation process and effect of food coupon project.The third part mainly discusses the positive effects of food stamp project on poverty alleviation,improvement of nutrition level of low-income families and promotion of domestic agricultural economy,as well as the limitations of food stamp for individuals and society.This paper analyzes the function and utility of food stamp from the aspects of enthusiasm and limitation.The development of food stamp program in the United States has a history of 80 years.The definition of poverty,the division of responsibilities,and the relevant laws and regulations have been relatively perfect.However,in recent years,the poverty problem in the United States is still quite serious,and there are still a large number of hungry and poor people.This shows that there are still many problems in the food stamp policy,the social acceptance and the specific implementation process It needs to be solved.
