After the Spanish American war,Cuba became a protectorate of the United States.Since then,the relationship between the United States and Cuba has been good.After the victory of the Cuban revolution in 1959,the attitude of the United States toward Cuba changed dramatically.The Eisenhower administration began to implement the trade control policy against Cuba,and successive presidents of the United States have continued this policy tone.Based on the foreign policy documents of the United States and the relevant documents of the digital national security archives of the United States,this paper sorts out the beginning and adjustment of the trade control policy of the United States to Cuba from 1959 to 1968,and tries to show the development of the trade control policy of the United States to Cuba from 1959 to1968,so as to reveal the characteristics and influence of the trade control policy of the United States to Cuba.This paper consists of three parts: introduction,text and conclusion.The text is divided into four parts.The first part is the beginning of American trade control policy towards Cuba(1959-1961).It mainly combs the rupture of us Cuba relations and the measures taken by the United States to initially implement trade control policy against Cuba.The relationship between the United States and Cuba has a long history.Since the end of the 19 th century,the United States has regarded Cuba as its subsidiary state and established a puppet regime in Cuba.After the victory of the Cuban revolution,Castro decided to get rid of American interference and realize real national independence.Finally,the Eisenhower Administration abandoned its "wait-and-see" policy towards Cuba and took the economic measures to attack Cuba,making an issue on sugar and oil trade.This marked the initial formation of the US trade control policy towards Cuba during Eisenhower period.The second part is "the comprehensive formation of trade control policy of the United States against Cuba in Kennedy period(1961-1963)".This part analyzes the motivation and specific measures of the U.S.trade control policy against Cuba during the Kennedy period.Kennedy considered the international and domestic factors and decided to continue the trade control on Cuba.Through the policy of combining unilateral and multilateral trade control,the scope of trade control over Cuba has been expanded.And through the formulation and revision of relevant laws,the U.S.trade control over Cuba will be systematized and legalized.The third part is "the adjustment of American trade control policy towards Cuba in Johnson period(1964-1968)".In the mid-1960 s,the goal of the United States toward Cuba has changed from overthrowing the Castro regime to containing it.After entering the White House,Johnson decided to inherit and develop the Kennedy Administration’s trade control policy on Cuba in consideration of the development of the international situation.He realized that the U.S.trade control policy was not successful,so Johnson imposed stricter trade control on Cuba than his predecessor,and food and drugs became the object of U.S.trade control on Cuba.This marks a new climax of US trade control over Cuba.The fourth part "evaluates the trade control policy of the United States against Cuba from 1959 to 1968".This part mainly analyzes the characteristics of the U.S.trade control policy against Cuba and its impact on Cuba,the United States and the international community.
