The term “dual communities” refers to the community for the Chinese nation and the shared future for mankind put forward by President Xi Jinping,which constitute China’s approach to dealing with modern issues of socialization at home and abroad.In the modern era,bilingual education in ethnic regions is inseparable from fostering a sense of community for the Chinese nation.Therefore,China should vigorously promote and develop the standard Chinese on the basis of ethnic minority languages.Meanwhile,the proposal of building a community of shared future for mankind provides new opportunities and demands for English education in China.Therefore,the implementation of multilingual education in ethnic minority areas is a policy that not only benefits both the people and the country,but also is in line with the trend as well as the requirements of economic development.However,there are still great challenges ahead.Jianchuan,the hometown of the Bai nationality,has a Bai population that accounts for 90% of its total population.The Bai language,which is the mother tongue of the Bai people,not only symbolizes the Bai culture,but is also a tool for Bai people’s daily communication.By promoting the use of the standard Chinese,and the introduction of the English curriculum into the basic education system,the relationship between multilingualism,and the implementation of the multilingual education in minority areas,will all directly affect ethnic unity as well as the development of the country.As one of the representatives of ethnic minority areas,Jianchuan has a high representative and reference value for the study of multilingual education of ethnic minorities in China.Based on the research background,this study aims to explore the following questions.First,how are the multilingual education policies implemented in Jianchuan? Second,what are the attitudes of students and parents towards multilingual education in Jianchuan? Third,what problems exist,and what solutions can be taken for multilingual education in Jianchuan? To answer these questions,the researcher selected five primary schools in Jianchuan,with a total of 291 students,10 parents,20 teachers and 2 education administrators.The main research methods used were questionnaire and interview,and all the data were analyzed by SPSS 21.0.Through the investigation of multilingual education in Jianchuan,the researcher found that: First,the overall implementation of the multilingual education policies in Jianchuan is suboptimal.Most schools are facing a shortage of teachers and the teaching level of multilingual teachers needs to be improved.Second,students and parents generally hold a positive attitude towards multilingual education.Most students are fluent in the standard Chinese and Bai language,but their English level is poor and they lack initiative in learning.In addition,parental participation is not high and the concept of multilingual education is backward.Third,multilingual education in Jianchuan is still faced with problems,such as imperfect policies and low social awareness.In this regard,the local education administration should establish and improve the system of multilingual education,strengthen the professional training of multilingual teachers and introduce multilingual talents,while at the same time publicizing multilingual education so as to improve social awareness and public participation.In the future,China should continue to promote and improve multilingual education for ethnic minorities,and always take the sense of community for the Chinese nation and the shared future for mankind as the guiding principles,as well as cultivate student’s national and international awareness,so as to achieve the ultimate goal of multilingual education.
