The mid-1960 s to the early 1970 s were the early days of Brezhnev ’ s administration.the theme of international exchanges gradually changed to peace and development.During this period,the Soviet Union developed rapidly economically,and its overall national strength was significantly improved,and the Soviet Union’s international outlook and international perceptions were influenced accordingly.Based on the original archive materials decrypted by the Russian Archives,this article analyzes the archives of the Soviet Union’s foreign cultural exchanges from 1964 to1970,which mainly involve education,literature,newspapers,movies,broadcasting and other fields.The Soviet Union regarded cultural exchange as an important link between countries,advocated cultural cooperation with different types of countries,forming a cultural model with Soviet characteristics.Under the background of the Cold War,the Soviet Union’s foreign cultural cooperation had a distinct theme,wide range of exchanges,and diverse forms of exchanges.The main focus is to promote the Soviet Union’s own culture and its superiority,and strive to make outstanding achievements in cultural diplomacy.This article is composed of three chapters in total.In the first chapter,the social environment and overall process of Soviet cultural development from Lenin to Brezhnev period are sorted out.The second chapter mainly examines the actual situation of the Soviet Union’s foreign exchanges in the field of education and literary newspapers.The third chapter focuses on the Soviet Union’s performance of foreign cooperation and exchanges in the fields of movies and television,and analyzes the characteristics and influence of the Soviet Union’s foreign cultural exchanges during this period.In general,the cultural exchanges between the Soviet Union and foreign countries have changed diversified,and the cooperation plan has also changed correspondingly with the changes in the Soviet political line.After Brezhnev came to power,the foreign culture of the Soviet Union was in a state of continuous development.But in fact,they were becoming more conservative and conservative,failing to get rid of the shackles of the Stalinist model.
