Under the background of the new era,the people have shifted from survival needs to spiritual and cultural needs.A single government supply model can no longer meet the needs of real development.Public cultural undertakings must be transformed and upgraded.Providing services through marketization is also the main development of future government work.direction.This new attempt by the government in the field of public cultural services can not only enrich the supply of cultural products,but also promote the transformation of the government’s cultural service functions and accelerate the construction of a government that serves the people.As one of the components of public cultural services,cultural performances have a high degree of support from the masses,a high degree of liking,a wide audience,and meet the needs of the people.The government has also issued specific policies to support its development.It does not mean that after the government has implemented the purchase behavior,it is completely indifferent to policy development.Therefore,it is necessary to study the actual implementation of policies to improve the efficiency of the supply of public services in the cultural field.Taking Xi’an as an example,this paper uses literature analysis method to conduct theoretical research,questionnaire survey method and case interview method to conduct realistic research,based on the policy implementation process model,from the policy itself,the purchasing department,the undertaking subject,the policy audience,and the implementation environment.In terms of understanding the implementation of the Xi’an Municipal Government’s policy on purchasing public cultural services,summarizing the positive results of its development,and further discovering the practical problems of different dimensions in the implementation of the policy,the main ones are: related supporting measures are not sound,and the content of the policy is completed.Task-based execution;lack of interaction between the purchaser and the masses,large changes in the performance of the main performers,and commercialization of performances;insufficient awareness of the masses of policies and low participation of the masses;restrictions on the adverse effects of the cultural environment and the economic environment,etc.The final effect of the policy is provided,which provides realistic data support for the follow-up development suggestion research.Finally,in order to solve the practical problems encountered in the implementation of the policy and promote the sustainable development of government purchases,under the guidance of the theoretical analysis framework,this article puts forward targeted suggestions to promote the effective implementation of the policy,including: improving the policy Establish and improve the supervision and evaluation mechanism in the cultural field;unblock the information circulation channels between the government and the masses,and improve the supply capacity of the undertaking entities by developing and expanding the cultural talent team;increase the propaganda of existing policies and pay attention to the culture of the masses Demand;create a participatory social atmosphere and seek financial support through multiple channels.
