| The non-aligned Movement is an organization of developing countries that emerged in the early 1960 s.Since its establishment,the non-aligned Movement has always been committed to striving for political and economic interests for the third World countries.In the 1970 s,with the change of the international situation and the development of the movement,most countries in Latin America actively participated in the non-aligned Movement.Argentina is one of the 1/3Latin American countries that became full members of the non-aligned Movement during this period.When Peron was in power for the second time in 1973,Argentina formally joined the nonaligned Movement.Peron died in 1974,and his wife Isabel,who succeeded him as president,basically continued to pursue Peron’s foreign policy.In 1976,Argentine soldiers staged a coup and the junta came to power and pursued a pro-American foreign policy,so it twice planned to give up its status as a full member of the non-aligned Movement and reduce its status to an observer state.However,in order to seek the support of the non-aligned Movement on the Falklands issue,the junta finally chose to remain in the non-aligned Movement and actively participate in the meetings of the non-aligned Movement at all levels.In 1983,the junta stepped down,returned the government and the civilian government,and President Alfonsin came to power.The Alfonsin government believes that the current foreign policy of Argentina should focus on the attitude of Latin America and the non-aligned Movement towards Argentina,so as to gain their support on international issues.Therefore,during the administration of President Alfonsin,Argentina took a more positive attitude towards the non-aligned Movement and responded to the initiatives put forward by the non-aligned Movement in many ways.such as participating in the economic cooperation action put forward by the non-aligned Movement,responding to the initiative of disarmament and nuclear test ban,actively promoting the resumption of Anglo-Arab negotiations,promoting peace in Central America,supporting the Independence Movement for Namibia,and so on.When President Menem came to power in 1989,at the beginning of his term of office,Argentina adopted a more moderate attitude and policy towards the non-aligned Movement.In 1991,however,President Menem announced Argentina’s withdrawal from the non-aligned Movement and its alliance with the United States.From 1973 to 1991,from actively participating in and supporting the Movement to withdrawing from the Movement and running counter to its purpose,Argentina’s attitude and policy towards the non-aligned Movement changed greatly.But its essence is the result under the guidance of realistic thought.Whether it is the Peron government or the junta,or the Alfonsin government or the Menem government,their attitudes and policies towards the nonaligned Movement are essentially the same,that is,whether they can benefit from the movement.If you can,actively participate;if not,abandon the movement and turn to an alliance. |
