Research On The Impact Of Government Public Cultural Expenditure On Residents’ Cultural Consumption In China

The first basic law in the field of culture 《Public Cultural Service Guarantee Law》stipulates that public cultural services are public cultural facilities,cultural products,cultural activities and other related services provided to meet the basic cultural needs of citizens.Cultural undertakings play an important role in people’s cultural life.It can not only meet people’s basic cultural needs,but also increase residents’ cultural consumption and promote economic growth.This paper mainly investigates the relationship between public cultural expenditure and residents’ cultural consumption in China.Firstly,it expounds the theoretical basis of consumption and cultural consumption,and then reviews the related research on cultural consumption and public cultural service expenditure.Secondly,from the perspectives of total amount and regional differences,this paper summarizes and analyzes the current situation and existing problems of government public cultural financial investment and cultural consumption.Then,the possible mechanism of extrusion and extrusion between the two was discussed,and the stage characteristics of the two roles were analyzed to provide theoretical basis for empirical test.Then using the threshold panel regression,taking income as the threshold variable,this paper tests the impact of public cultural expenditure on cultural consumption in China,and the regional differences between the eastern,central and western regions.Finally,recommendations are made based on conclusions.The main conclusions of this paper are as follows.Firstly,the increase of government public cultural financial investment has a significant promoting effect on residents cultural consumption,that is,there is a significant crowding-in effect.Secondly,in different stages of income,the impact of public cultural expenditure on cultural consumption has a mutation.The increase of government public cultural expenditure has a significant stimulating effect on residents’ cultural consumption in the lower income stage,but the stimulating effect on residents’ cultural consumption in the middle and high income stage is weaker.Third,the increase of government public cultural expenditure in the eastern,central and western regions helps to improve residents’ cultural consumption,but there is a big difference between the eastern,central and western regions.Among them,the cultural consumption level in the central region lags behind its economic development level,so the crowdingin effect of public cultural expenditure on cultural consumption is the largest;The eastern region benefits from the rapid economic development and the highest level of cultural consumption.The crowding-in effect of public cultural expenditure on cultural consumption is less than that of the whole country and the central and western regions.The level of cultural consumption is equal to that of the central region.The crowding-in effect of public cultural expenditure on cultural consumption is slightly less than that of the central region.Based on the above conclusions,this paper believes that the government should further improve the level of cultural fiscal expenditure in China,especially increase the cultural investment,so as to narrow regional differences and urban-rural differences.At the same time,the government should cultivate cultural industries with regional characteristics and improve the quality of cultural products by enriching the diversity and innovation of cultural products;In addition,the government should improve the supply efficiency of cultural services and reduce the waste of cultural financial resources;Finally,we should continue to improve the income distribution system and promote employment and entrepreneurship,increase the sustainable income of residents,in order to improve the level of residents’ cultural consumption and expand the scale of residents’ cultural consumption,increase the total amount of residents’ cultural consumption.
